Management making people cry

Hello, having been a postman for over 30 years I'm shocked with the way they treat people now.
Today a postlady was in tears, because she has been covering a locker job for nearly 1year as she needs the 10-6 because of child care. Anyways the management put the job up for interview/tests. She claimed family friendly but he declined to accept it and said interview/tests must go ahead.
I'm just shocked how she's applied for family friendly and there is a job going what would suit her family life and he's just dismissing it. She is also the highest in seniority what has applied for it.
Don't these managers have a heart? I wasn't their at work but got told another postman went in and had a word with manager and he refused to talk to him at first, but the postman still carried on and had his say, but manager just kept saying procedures are in place.

Anyways I'm just glad it won't be many years till I retire but I do feel for the young guys/girls

How did she get the job in the first place? Was it advertised? How many others would the hours suit their FF needs. If she is the most senior of the applicants and is clearly suitable if she has been the incumbent for a year, she should in theory get the job BUT who gets the SDs ready if she only turns in at 10? Maybe the hours don't suit the job.

Why would that sound like a manager - each point is valid and relevant it may not suit but then why be sycophantic and pander?

Maybe there are two shifts - early and late?
The early shift would be responsible for getting the SDs ready while the late shift would be responsible for whatever the late shift does.

Well there would have to be someone getting them ready earlier which prompted the question in an effort to understand why they have gone down the applicant route instead of leaving things as they are.
