So on what grounds are they saying you owe hours if you don't? Not that you can ever owe hours, I'm just interested to hear the perverse rationalisation that culminated in this allegation.

I don't know how he had worked it out that I was two hours under my time. As I said, I'm actually 5 minutes over but I also said even if I was under that I didn't owe him anything. He disagreed.

tell him its up to him to provide enough work for the day if he can not tell him to go to hell

Happening in our office. You need to cut off because your going over time and the first thing they ask is what time did you finish on a "lighter" day. Then they throw the "flexibility" agreement saying you can work over because you finished early the day before.

Tell him on your light days you finish on time.

Only if you have a "flex" agreement in place via local agreement. It has to be fixed, as in 30 mins mon/tue etc so people can still make child care arrangements etc.
