National Joint Statement – Professional Drivers in Delivery/Basic Pay Supplements/MGV Grade Substitution Arrangements

We are pleased to report that National talks on the above mentioned have concluded with the attached Joint Statement, the salient points of which are as follows:-

Confirmation that the Professional Drivers in Delivery who perform any amount of delivery work will now receive the delivery basic pay supplement. This will be backdated to June 2010.

Confirmation that drivers who substitute to the MGV grade will now receive their full PBS bonus rather than an abated amount. Again, this will be backdated to June 2010.

Confirmation that when an OPG progresses to the MGV grade their full PBS bonus will be reinstated.

We would ask that CWU Representatives engage in immediate discussions with the appropriate Royal Mail Managers to jointly identify the members who will now qualify for the payments and back pay due. The final arrangements will involve some detailed payroll calculations and it may take a few weeks to implement all the payments due.

National Joint Statement between RM and CWU - Professional Drivers in Delivery Basic Pay Supplements/MGV Grade Substitution Arrangements

1. Since the introduction of the Business Transformation 2010 and Beyond Agreement, there have been a number of pay anomalies that the National parties have successfully resolved.

The purpose of this National Joint Statement is to clarify and resolve two further outstanding pay anomalies covering Professional Drivers who perform delivery work and MGV substitution arrangements.

2. It is recognised that some Professional Drivers MGV Grade perform an element of delivery work in their duty time. In such cases, these individuals will now be eligible to receive the delivery supplement to basic pay. For clarity, this means that any amount of delivery work undertaken in normal duty time on an on-going basis will result in the individual receiving the delivery supplement to basic pay; where individuals are on a rotate with an element of delivery work in some but not all the weekly rostas, the payment will be pro-rated accordingly. These individuals will not be entitled to the Early Shift Allowance whilst they are in receipt of the delivery basic pay supplement. These payments will be backdated to 7th June 2010 or - if individuals commenced these duties after then – to the date of commencement. This resolution is based on the same principles that were successfully deployed covering hybrid duties in collection hubs.

3. A pay supplement of £8.00 pw (now £8.39 pw) was introduced for OPGs in Collections and Mail Centres in June 2010. To part fund this, employees gave up a maximum of £8.00 pw of any residual PBS payment they received. If they have subsequently been promoted to, or substitute to, the MGV grade, they have continued to have their PBS payment abated, but without the compensating benefit of a pay supplement. It is now agreed that these employees will receive the full rather than abated amount of their old PBS payment, when they are promoted or substitute into the MGV Grade. Any additional payments due will be backdated to the 7 June 2010 or date of promotion or first substitution after that date if later.

4. The intention is to introduce these new arrangements, including appropriate back pay as soon as possible. Any local issues relating to the implementation of this National Joint Statement should be fast tracked to the National parties for resolution.
