ips sorting ?
just started new dutys at our office i and a few others are due ips sorting most days 06.40 - 07.40 1 HOUR ,07.40 came this morning and all sorting was not done so we left it to go on our own dutys to put our mail in ,the dom called us back and told us we had to finish ips,before our revision i asked union rep if sorting was not finished by 07.40 can we go back on our own frames he said yes you can,whats the score on this folks

You stay on IPS until it's finished....................but if that means cutting off at the delivery then cut off the delivery. Just let them do what they want but remember, 8 hours work for 8 hours pay.

if you are told to go back on the sorting just go and then just prep your round take half your brake then tie up go do ya van check 10 mins to do prop then go get regs by then partner shoulg have got all your mail on a york and load van go to the loo then tell manager you will need to drop some mail cose you need to finish on time if he dose not come out and get some off your van inform ya dom you will be bringing it back at your finish time

If you take it all out, you should arrange a time for the DOM to CALL YOU to find out how much you are likely to bring back. This should usually be about 30 minutes to 1 hour before your completion time. If this has been arranged and he fails to call you, then he cannot do you for wilful delay.

This is incorrect advice, it is not the agreed cut off procedure and if you follow it you would leave yourself open to a wilful delay charge, u need to inform your dom before you leave the office preferably in front of rep or other witness and then let him decide before you leave office what action he wants to takeLincox wrote:If you take it all out, you should arrange a time for the DOM to CALL YOU to find out how much you are likely to bring back. ZX I agree with the fact that the DOM must be informed before you go out. I was enlarging on the issues that can arise if he tells you to take it all out as he believes you will be able to complete. The fact that you are asking your DOM to contact you before you go out as you believe you will not complete, does follow procedure.

Royal Mail Over Running Delivery Procedure :
The Line Manager in conjunction with CWU Unit Representative conducts a Work Time Listening and Learning session with all staff including those absent on the day, at which the Overrunning Delivery procedure is introduced. (A WTL&L brief intranet link is contained within Other Supporting Documentation).
At this WTL&L session the overrunning delivery notification process is explained and reference to appendix 3 of the Conduct Code is made to remind and advise OPGs of their obligations. Appendix 3 of the Conduct Code is to be displayed on the Units notice board alongside the overrunning delivery notification process.
Where an employee feels he/she may experience difficulty in completing his/her delivery within the remaining duty time, he/she should approach his/her manager during preparation of the walk. Once a delivery postperson leaves for delivery the clear expectation is that all mail must be delivered. The process for this is contained in Annex B.
In making a decision as to relieve a delivery or not, considerations made by the Line Manager in consultation with CWU Unit rep will include:
• The volume of mail on that day.
• Any late arrivals of mail.
• The level of experience of the OPG in performing the specific delivery route.
• Any adverse weather conditions.
• Achievement of Individual Performance Standards taking into account the bullet point immediately above.
All decisions must be made on the basis of a clear expectation that once the OPG departs from the Delivery Unit they will be able to deliver all mail in the remaining duty time. Failure to complete delivery could be investigated and may result in a conduct code interview.
All instances of overrunning delivery routes should be investigated and resolved by the Delivery Manager in conjunction with the CWU rep using as appropriate, the SDD Agreement, Weekly Resourcing meetings, the Delivery “How To Fix” Toolkits and where necessary, the IR Framework. The priority should always be to resolve the root cause of the problem.

Our Union was told not to put on the CWU information by an ex-manager. Our rep is not that confrontational and our posties rarely ever cut-off; so in effect, the whole thing is down to the individual; but some do have mail taken off before going out (rare).
Going over used to be more prevalent when mail used to arrive late but since revision (pre-summer), the mail arrive since start time has moved forward, the mail volumes has not been too bad and there are enough bodies to do OT. But come Xmas and winter???

Is a manager entitled to ask you to flex by 30 minutes if you say that you are unable to complete. This is a big bone of contention where those that cut off are asked (no demanded) to flex whereas those that are willing to complete by doing overtime are not. Has anyone any answers on this.

Hi P13, yes that is my understanding. However the agreement does not state that. What it states is that the manager must take account of personal circumstances, so it is not a straight forward case of a refusal having to be accepted by the manager. But my question is can the flexibility agreement become intertwined with the procedures for overrunning deliveries, whereby a manager can ASK (I say that loosely) a person who is going to cut off to flex by 30 minutes, but ignore asking for flexibility for others that are willing to complete on overtime.

Unfortunately there are a lot of ambiguity and grey areas in most agreements our union are signing up to. I think it would be unfair to ask someone to flex by 30 minutes because thay are cutting off and then pay someone else overtime purely because they are willing or able to work past their finish time.Lincox wrote:Hi P13, yes that is my understanding. No...the agreement on variation of hours was designed to deal with unforeseen fluctuations in traffic or resourcing issues,it isn't a day to day resourcing tool...it's an "emergency-break glass" last resort.
To be honest your rep should have a local framework agreement on what kicks it off,how requests are dealt with and how the payback occurs.
Enabler - Variation of hours - Where necessary, for example when traffic volumes are unexpectedly high or resourcing issues arise, individuals may be asked and may themselves request to vary their duty times by up to 30 minutes on a swings and roundabouts basis. Again, individual circumstances will be taken into account and total weekly contractual hours would not change.
Considerations and Suggested Activities
Establish a fair and robust process to consider how unforeseen increases in the normal workload are going to be covered. This process should also include how a manager or an employee should request a variation of hours should this be necessary and how reciprocal recovery of the time will take place within the individuals working week.
Variation of hours process established and agreed.
CWU Rep and Shift Manager to establish a regular review process to ensure arrangements are fair, robust and no individual is asked/requested to flex too frequently.
