Cut offs/leaving packets
As usual had a few cut offs today but instead of leaving an hours worth of delivery we were told to leave all packets that need an attendance call (wont go through letter box) and just take the letters/flats. Why would they have wanted us to do this? Also manager did a cut off that was left and he left all the packets on the top of the frame and just delivered the letters/flats. Isnt this wilful delay?

unfortunately not wilful delay by him its just reducing the office failure for the daily report

If we did it we'd be straight under disciplinary, report this to the dom if hes in on it go the union route. This was happening at our d.o too

What happens if a random audit team hit the depot, or a manager higher up the food chain outside the depot comes along and sees those packets left on the frame?
Does this scenario not fall into the "give me that instruction in writing, please", as you can bet your bottom dollar that the depot managers from the lino to the DOM are all going to claim innoscence to that verbal instruction, as they know full well they will get hammered for authorising such practices.

It could just be that packets are easier to resource on overtime.
Given the choice between 2hrs of delivering cut offs and 2hrs of delivering packets most people will jump at the packets.
No but failure to report them as "failures" could in theory cost him his job.Also manager did a cut off that was left and he left all the packets on the top of the frame and just delivered the letters/flats. Isnt this wilful delay?

The same thing has happened today so there are areas around our office that have not had any parcels/packets for 2 days now. Ridiculous.

interesting and topical debate,because it is one thing for a manager to instruct someone to leave there packets so they are able to complete(on the assumption that someone else will cover/deliver them)
But we have regularly had days when packets are not even attempted!!...because the managers insist they are not covered by the USO.

Minimum Universal Service requirements
The Postal Services Act 2011 sets out the minimum requirements the Universal Service provider must deliver. These are statutory. They can only be altered with the consent of the UK Parliament. The minimum requirements are:
At least one delivery of letters every Monday to Saturday to every address in the UK
At least one collection of letters every Monday to Saturday from every access point in the UK that is used to receive letters and postal packets for onward transmission
Postal services at an affordable, uniform tariff across the UK
A registered items service at an affordable public tariff
An insured items service at an affordable public tariff
A free-of-charge postal service to blind or partially sighted people
Free carriage of legislative petitions and addresses

When talking about failures and whether management have to report them this relates to Quality of Service not the USO.
Any failure of any mail be it letters,packets,specials or D2D has to be reported to the DSM.
Failure to do so can be gross misconduct and can lead to dismissal....and it has.
