Apparently gives RM 17% more savings, revision work to halt until CWU and RM sort it out.

Duty builder 3 has been agreed with the CWU. This tool doesn't provide or produce savings and so it's your IWT tool that may have been played with by the planning team.

Agree your BSi first..this cannot be done without accurate figures from your IPS/Prep sorting figures. Also no-one leaves until a set time. D2D prepped on the day and no-one in early

If CWU Nationally wish to endorse 'accurate' targets of above 75 BSI for any manual work (DO or MC) then they should negotiate a nationally agreed performance related bonus payment to accomany it. But only if the base measures (Planning Values/Traffic/Hours Used) are auditted on a regular basis to ensure that they are accurate. The bonus could be group, control area, work area or office based (for coders it could ve done individually) and could be a fair way of increasing wages in line with productivity if introduced fairly .... BIG IF !!!! Problem is RM always want something for nothing (or in the case of managers bonuses nothing for something).

Unfortunately local offices are left to get on with it themselves so in offices where reps have very little training or in offices that have have ineffectual or non-existent representation managers will do exactly what they want.
Upper decile will take care of the rest of us.
Royal Mail appear to be distancing themselves from BSI anyway and moving back towards the voodoo sciences of office EP and Capacity Plans.
Obviously the thought of incentive based productivity above 75BSI was too much for Regional Finance Directors to bear.

Both are the same ... if you have an office where the average BSI is 60 the EP will be 60 (asuming Traffic/Hrs Used/PVs are accurate). Nope ... provided each employee takes their Relaxation Allowance and all other measures eg Traffic are accurate then Office EP will be exactly the same as the average BSI. Each Planning Value is quoted at 100Bs per 1000 items (which is the Standard Minute Value) and mutiplied by Traffic to give a gross ammount of Standard Minutes the office has accrued over a given period, divided by the Hrs used on measured work gives the E.P. (Effective Performance). I know this to be fact as I am a qualified IE and have audited many EP spreadsheets ... We ar about to use duty builder in phase 4 of our revision
My planner has said he goes in at 100 bsi then it s up to me / Dom to argue about our office bsi (85 ish) then convince some board of assurance of this?! He said 100 bsi is target and gives max savings potential. Said any savings manager then offers to his boss less than this he must justify!?

fishtank: Some advice, which you probably already know, some 'Independant' Industrial Engineers are not as 'Independant' as they should be and it doesn't take much to downsize a PV and increase throughput rates ... CWU need to be on the ball.

The whole issue of BSI is smoke and mirrors by the employer. You cannot work at 100 BSI,and if you do there is something wrong. However is the office EP/BSI/performance better with the same amount of traffic high on a Saturday,(shorter day)?
Performance,(or high performance) is based on = motivation. What motivates the workforce? Pay? Job & Finish? Second Job? Picking Up The Kids From School?
A revision can only work if the "people issues" are sorted. Bullying to complete a duty by management is high on everyone's list of badly performing offices.
Not happy at work = s**t performance
Happy at work = high performance

Firstly, we have an agreement on the BSI issue (must be on this site somewhere) and it's what you agree with your DOM that must be used by the planners. It sounds that this planner is trying to use the 100BSI to identify the optimum outdoor span and would work something like this based on your IWT set at 100BSI you need x amount of indoor hours (prep/sort) lets say this averages at 2:30 per walk, so based on a 7:48 day (39hrs) - M/R would give you an outdoor span of 4:38.mandelsons_toenail wrote:We ar about to use duty builder in phase 4 of our revision

So the planner would plan the outdoor to this 4:38 and then based on your agreed BSI plough hours back into the indoor element (sort/prep).
I thought duty builder 3 doesn't allow the planners to do this because it has proved in previous revisions that this doesn't work.
So my advice would be to agree a realistic BSI for your office and then workout the potential delivery span minus travel,M/R,WTL,loading,etc.....
Rule of thumb would be if you disagree with what is being said by the Dom/Planners then use the I/R framework to resolve.
Also are you working through the six steps and processes as identified on the intranet site, if not you should be.
Planners like taking shortcuts.

The problem for a lot of offices is that the agreement on Setting the Indoor Performance for Delivery Offices states that All units should plan on the basis of improving or at least maintaining their current performance so getting a true,uncorrupted picture of your current performance is vital.
Some offices in the West of Scotland are entering into revisions with Indoor Performance set well above 100 EP,apparently with the full knowledge of the union at Area level.
What they hope to achieve is anybody's guess but i predict a mess.
