Does signing for a phg duty come under seniority or suitability!! Whats the agreement on this?

There is no phg duty any more.
If you mean Enquiry/Callers' Office..this is a specialist/skills role under way of working and should be filled by the most senior person who has achieved the right standard for the job during the selection process.
Suitability followed by seniority.

Interseting point. In my DO when we had a repick the union rep decided he wanted to be the PHG even tho he had never had training and several lower on the list had. Seems it does have its advantages being union rep.........

The best time to ask to be trained for Enquiry/Callers office is near Christmas when they are struggling and no-one else wants to go anywhere near the place.
Yes they can refuse to train you if they have sufficient cover.

Without a doubt mate, ours is training officer, bike mechanic, phg. books whatever OT he feels like and the manager signs it off as he is basically running the office for him.

Sorry for your poor representation. What do you intend doing about it - apart from whinging on here?
What actual evidence do you have for that statement?
Do all reps need to be bad-mouthed simply because you have decided to accept poor representation in your office?

In the past 10 years i've voluntarily given up a nightshift,the WPC position and turned down a management role twice to concentrate on being a rep,i've also taken a step back three times to sub rep at the request/demand of my wife only for the rep to jack it in on each occasion after less than 12 months because "it isn't worth the hassle".
I'm absolutely rolling in f***ing money me.

He books 5 hours OT a week wether he touches a bike or not

Then bubble him! The RM position is that under BT 2010 you must work for all hours paid. I did claim overtime for repairing cycles on occasion but believe me I worked for every minute and more. Pretty soon he shouldn't have any cycles to repair!!!!
