Problems with MK2 High Capacity Trolleys
Branches will be aware that as Delivery methods revisions are planned and implemented one of the key pieces of equipment for deliveries commencing within a mile radius of the DO is the MK2 High Capacity Trolley. We have recently become aware of issues with some components of this equipment and as a consequence initiatives have been put in place to identify the problems, including replacement of problem parts with modified examples and an evaluation of the new parts with a view to providing a reliable and lasting solution.
The CWU has been involved in this initiative and continues to work with Royal Mail Assets, Central Engineering and ROMEC to resolve these problems and ensure that the CWU policy/aspiration of removing as far as possible the weight carried by our members is not compromised.
The evaluation of replacement components is currently restricted to three sites to enable control of the monitoring process. These Units are Birch Park DO (York), Gosforth DO (Newcastle) and G13/14 DO (Glasgow). As this initiative gains momentum a greater level of involvement and feedback is being requested of all users of the equipment and this will be facilitated by a new HCT MK2 Daily Condition Checklist. The process will be communicated to users of the equipment in all units where the MK2 HCT is deployed by way of a WTLL Brief.
The HCT MK2 Safe System of Work has been updated, again with CWU involvement, to reflect the current situation and ongoing activity. Copies of this document the WTLL Brief and the Daily/Weekly Condition Checklist are provided with this LTB for the information of Branches
Also provided below is the message sent to all Royal Mail Delivery Managers from Mark Hoggar on this subject.
"As mentioned in my note of last week launching the strengthened fault reporting for Mk2 High Capacity Trolley (HCT), in the light of the problems being experienced, we have been reviewing the Safety documentation with colleagues in Safety, Engineering and the CWU to identify any further control measures that may be appropriate. We have now completed the review of this and have agreed a number of changes to the existing Safe System of Work that clarify and tighten up the processes around the critical daily and weekly condition checks that should be carried out. Please therefore find attached the following documents:
o A revised Safe System of Work (SSOW) for the Mk2 HCT that clarifies more clearly the daily checks required by operators and the weekly checks by Managers
o A new daily/weekly condition checklist that should be used to record that these checks have been completed, to record any problems identified and to be retained/filed within the office for future reference should any problems arise with the HCT
o A WTLL brief that explains the key changes and how to use the condition checklist
Can you please therefore make arrangements to cascade this information to your respective units using Mk2 HCTs for deployment and briefing commencing next week. We will re-enforce this information through Ops Weekly w/c 30th July
To also note that as part of the additional control measures, we have also agreed a revised/strengthened specification for the current 6 monthly Planned Maintenance Routine for Mk2 HCTs and will be reducing the interval for this to 3 monthly, until we are fully on top of the various reported problems and have design solutions applied that resolve these. Final arrangements are currently being set up with Romec to move to this set up with immediate effect."
