don't know if i am posting this on the right board but anyway could someone tell me what is b.s.i ? :crazy:
because i hear the rep talking about it and mangers but i have not go a clue what is :oops:

BSI ... stands for "British Standard Institute". In workrate terms the performance of staff in Royal Mail is measured or targeted using the 0-100 scale (which incidentally goes over 100) and this agreed standard is BSI scale.

what they do not tell you is that BSI will tell you any percentage over 80 BSI is normally achieved by an incentive program, bonus, etc

Royal Mail will then start the BS factor again on reaching the unachieavable , that being the Upper Decile

It's actually 75 BSI ... but you are correct in that anything above is usually for employees on incentive which can be monitory (piecework/bonus etc etc). That's not saying companies cannot set targets that are higher but it is unusual ... but the RM management are anything but usual and CWU should accept nothing more than 75 BSI.

There are currently 3 measures within use within Royal Mail they are the IWT tool , the geo route tool and the upper decile tool.

Royal Mail moved away from BSI in the national talks as ACAS obviously have wrote most of the BSI guidelines. Royal Mail moved to the upper decile which is contained within the agreement. Whilst the upper decile has been slow in its devlopment but it is clear this will be the next offensive from Royal Mail.

In terms of the IWT offices are at different levels depending on their starting point and their Negotations and whether they followed Bob Gibsons advice of moving just 5 points.

in terms of geo route intially it is set on an 100 but by the time you put in all the manual adjustments no one is anywhere near an 100.

Of course Royal Mail have cost per item , weighted items per gross hour and a few others but I think your find they will start moving more towards the upper decile going forward.

It's nice to know that Royal Mail are going to attack us with something that neither party fully understands.
If we are all in agreement that the majority of delivery offices suffer from practices like starting early,skipping breaks and failing to use the proper equipment that make realistic measurement impossible so just how can the union allow upper decile to be used?

I'm sure the agreement was that these offices would not be allowed into the measurement "pool" so how will that be monitored to stop RM using them to set an unrealistic benchmark?
Using offices engaged in bad practice will be suicidal for job protection so unless there are cast iron guarantees in place this could be a disaster waiting to happen.
Is it called upper decile because they will be lucky to find ten offices to use? :cuppa

Fish so far Royal Mail's plans on upper decile has been flawed largely due to the union exposing the flaws. The recent joint site visits have also raised questions and showed further flaws.

However the recent management reshuffle clearly has the upper decile as one of their missions. Off Com have also been asking why is their such a difference in so called productivity within the UK.

We know the answer lies in the types of dwellings people live in , whether it is a working class or upper class area , what is the percentage of firms in a postcode area , what is the traffic like. in addition there is also what is the real hourage an office actually uses. This is more differcult as whilst someone might come in an hour early and work their 40 minute meal relief what we never find out is how early that person finishes as regards to their finish time. Of course this on the assumption that someone actually comes in early to finish early.

However from both Royal Mail and Off Comms point of view they don't care about that aspect of it , their postion is we only pay x amount of hours against this amount of traffic and this equals Y.

Of course the unions role is two fold to try and convince Royal Mail that attempting to increase an offices producitivity based on another' officials Spanish practices is not correct. Equally we have to try and convince members something which has proved almost impossible over the years that your early starts and working through your meal relief makes it harder for everyone going forward.
