Park & Loop Grievance
I work at an office that has went to park and loop phase, we have had issues since day 1 with completion of our duties, we were tested last week that day we came in 5 minutes over our delivery span of 4hrs 15mins. Today we had a 1-2-1 with the planner and he informed us that nothing is coming off our duties, I was out for 5hrs 30 the day after the testing and have been out for 5 hrs plus everyday apart from yesterday.
He informed me they haven't built in a heavy day in the oversized packets which I have is 21 mins for both walks, they haven't accounted for a bulk mail i.e we had a postcard from the council which we had to split over 2 days. We tried to explain to the management that we were going to be over our time by an hour, they shrugged their shoulders after we said. Then one of the managers was up in my partners face saying we shouldn't have agreed to accept the result of the test as far as I'm aware we had agreed to be tested I've signed nothing anyway it isn't even his section. I explained after we had been tested that we struggled most days he said he would look at mail volume. Everything boils down to figures, I've had enough my partner has had enough we do we stand. We work at an office in the west of Scotland and I've read that the bt2010 agreement is being broken In which way is it being broken. I was always under in the impression the drivers walk was meant to be the easier and smaller of the 2 duties we have just under 1150 calls between the 2 duties with just over 600 on mine. Can I refuse to work past my time as I don't see why I should to compensate for a pen pushers mess ups.

Ahh you have my twin duty, all i get is " you picked it" and figures thrown at me, on a bulk posting day we would be out til 4 but we cut off and get bollocked. I'm looking at the grievance route, Ive threatened with b&h and they've backed off us a bit but the duty is TOO BIG . Working to the max every day with 3 days of lapse and going over some days. The other sections have many spare bods and all get back before 1:30 so our section defo wants 2 extra duties . 
Why are lino's paid full-time ??

I never picked it we haven't had a resign yet, I'm part time and my partner his full time. I was a reserve and did a floating duty up until the revision,

Ask the DOM to get the cut off done by people finishing early to work to their time.
They dont bollock the early starters who finish before their finish time

think yourself lucky some of ours have 1150 calls each
the drivers bit should be slightly shorter ( maybe 5 mins) as these P&L were all designed to use the trolleys that should be being used, therefore the 'walker' can take some large packets leaving only the really oversized for the driver ( maybe 2 - 3 per burst)
are you using the trolleys? are you taking your breaks? are you coming in at your start time?
if you are not doing all these things then you are really handing to them on a plate
do your job how they want you too - then they have no comeback!
if you are doing all these things then ask for your walk to be tested

No you don't have to work past your time. When you do go over does the manager sign your overtime? This is a problem I had, most days I would work past my time and the overtime would be signed no questions asked, but when I wanted to leave mail in and work to time time and time again we were told the walks are ok.

ok, I think the best answer is ALL work until time, and when EVERYONE has finished posting , then it's hometime, even if it means the managers staying late past 2 ! Co-ordinating the vans who have finished and sending them to the problem areas. Maybe something to look into in the autumn? After all , all loops are meant to be equal!

All loops coild be exactly equal, peoples working speeds are not. True , the slow will take the proverbial like it always has been, but the lm's need to something with their spare time like be out there checking on them.

My partner said to the planner today that we were out for 5hrs 30 mins, and said we wanted re-tested on a heavier day he said no, I've been coming in an 1 hr early to help my colleague get his walk boxed up and mine so we can get out in time. We were out for 5hrs plus today he's obviously cooking the figures, I use the lwt if my loop is laden with packets or on a heavy day my colleague 1st loop has his box that he used next to it so he splits his bag and works off his box which is fair enough as I had done his walk before the revision and it was fine to use and this is still the case.

Overtime is completely optional.
The thing with this planners and loops is that they can feed as much info into a computer as they want. Walking distances to the letterbox, speed limits on the roads, steps, hills, signers, oversized packets etc etc. But what the computer doesnt allow for is the unexpected delays that can hold you up.
You get stuck behind a bin lorry and you cannot pass. Your PDA freezes and you need to re-boot it and you cannot carry on and pop back to the delivery point. In another thread it turns out that we are given 1 minute 18 seconds for a failed delivery of a packet/signer. I give them more than 1 minute 18 to answer the door, nevermind writing out the 739.
How they can expect deliveries to complete on time without giving us a chance to finish is crazy.

The point about the 'science of P&L' and feeding all kinds of precise measurements into the program generating the walks is that RM can maximise time spent working (in other words, find savings). If it was about generating achievable and realistic walks then they would have allowed the planning to be done the old fashioned way. The problem there is that all the uncertainties mean you have to accommodate those uncertain variables and build in time to the duty (and therefore open the door to early finishes) which does not lend itself to 100+ BSI.
