CWU Scottish Divisional Liaison with Area Delivery Reps.

RM Scotland/CWU
Without consultation with the CWU at any level, RM Scotland have continued to use the Capacity Plan in the West as an 'add on' to the IWT and have adopted a Regional policy on lapsing indoor and outdoor. This is in contravention of National Agreements. Disagreements have been submitted and the IR Framework will be used.

In addition they have reported, only after questioning, on a policy to fix IWT at an EP of 120 by 2013. This contravenes a National Agreement on setting performance in DO's and Disagreements are expected where this is proposed in any local activity.

In the West of Scotland RM have proposed the use of Pegasus to estimate a drop in call rate per outdoor duty to increase lapsing. Disagreements have been submitted.

There was a general discussion on relationships at Regional level and a suitable response was agreed. In particular that joint training activity at all levels on IWT, Traffic forecasting and Revision activity have all been sidelined at Regional level despite repeated requests and promises of action. The CWU can only assume that RM Scotland have something to hide. It is becoming evident that RM Scotland are in direct and blatant contravention of BT2010. BT 2010 Scotland is not an option. The CWU will accept nothing less than the benefits to staff in BT 2010.

Revision Activity Model Agreements
All CWU Reps involved in unit revisions should request a copy of the Model Agreement which is agreed at National Level. Area Reps to report to Divisional Reps on each unit revision to date. In particular where private cars are still in use and delivery methods not being used, RM imposing choice between 1 in 4 Saturday's off and increased Part Time staffing.

Area Reps reported back verbally on evidence where RM were in contravention of BT2010. In particular setting duty structures at 100EP even where unit EP is below. This means an extension to temporary contracts until unit meets 100EP. Reps should go to disagreement.

Bite Size Training
RM Scotland reported that they were running bite size versions of the big picture at WTLL sessions.

Colleague Shares Scheme
It was being reported that RM have agreed some payment to be reported at the Policy Forum in June.

Professional Drivers/MPG and former D2D payments.
It was being reported that RM have proposed some remedy to be reported at the Policy Forum in June.

I deliver in the PA postcodes and park & loop doesn't work but on the day we got tested the mail was managable and so where the packets and we came in at 4.20 however 5.20 yesterday.

It doesn't matter if it's a good day or a bad day when they test a walk, they'll find some way of declaring the walk to be achievable. The guy next to me in the office was told 30 minutes of his duty could be accounted as time lost to using trays rather than 16 P&L bags.

Thanks for the update Tam.
It is becoming evident that RM Scotland are in direct and blatant contravention of BT2010.
A definite contender for understatement of the year.
It's very direct and very blatant.
How long has this been going on...two years now?

How long has this been going on...two years now?
Not surprised, same management structure as over here (and sometimes the same people) and they haven't followed the agreement over here either.

It will take a change of management at senior level in Scotland or Rule 13 ballots to get BT2010. In my humble opinion. The deal expires in April next year and yet my members who have delivered massive savings through flexible working have had non of the benefits. :arrrghhh

this is a problem for the whole of scotland
we see management blatantly disregard the agreements reached
cherry-pick parts of it they like
and make changes which have never been agreed
here in Dundee West posties still use their cars
we still work 40 hour week
have only 1 saturday off in 6
and we are still been bullied to reach a target that no one understands

The Union doesn't seem to want to do anything either is went through to Dundee East and it was a joke shop and I can see my office going the same way I know park and loop partners splitting up using boxes etc. My walk was hammered with a council bulk today I managed half and that was a 5 hr delivery no 2nd class large packets, 21 mins to deliver all oversized and large packets on both walks.

This is one of the major issues.
The longer the union takes to sort these delivery issues out or the more the union appear uninterested...the more members will revert to type and attempt to make the job as bearable as possible by any means available.
That will unfortunately include starting early,skipping breaks and not using the correct delivery equipment.
It isn't clever but it is inevitable without support or at least the belief that someone is listening to their issues.
It's easy to blame the members but in a lot of cases they are facing bullying and intimidation on a daily basis and the silence from HQ over the particular difficulties facing Scotland is deafening.
Either they are not aware or they are not interested...take your pick. :cuppa

In Dundee East lots of staff are coming in early not taking breaks and about 95% of the office have reverted to carrying bags instead of using trolleys, the union are aware of this and appear to be turning a blind eye to it, meanwhile the minority who have stuck to their guns and are still doing the job properly are being bullied, harrased and hounded by managers on a daily basis and are receiving no support from the local reps

Well put FT, this sums up the situation faced in so many offices and not just in Scotland.
Unrepresented, isolated and picked off with ease by RM's management.
"Never take life seriously. Nobody gets out alive anyway."
