Review of CWU Postal Structures – Motion 61
The carriage of Motion 61 at this year’s annual conference (copy attached) required the Postal Executive to agree and publish an overall project plan on the approach we will take to carry out the major review of all internal CWU postal structures that has been agreed by conference.
The Postal Executive has now agreed the project plan and a copy of this is also attached.
Essentially, the considerable areas of work required by the Motion will be broken down into 3 separate strands/ working groups which will be coordinated by the Deputy General Secretary.
To ensure an inclusive approach each strand/ working group will include representatives from outside of CWU Headquarters. As such, we are seeking nominees from Senior Field Officials, Regional and Branch Secretaries to fill the allocated positions. The detail of the work being undertaken in each strand and the number of positions allocated to the aforementioned representatives are set out in the attached project plan. Those interested in participating directly in this project should write to the DGS(P) no later than Monday, 2nd July 2012 stating their preference for a particular working group.
The extent of Motion 61 demonstrates that this is the most important review of internal CWU postal structures that has taken place since 1992. Since then, the postal industry has changed beyond recognition and it is crucial that in the future CWU structures can meet the changing shape of the postal industry. The Union is committed to carrying out this review in a professional and democratic manner.

61 CATEGORY A: This Conference recognises that the Postal Executive has commenced the process of implementing positive reforms within the Postal Department and has also been instrumental in developing the wider NEC position on CWU reform, designed to secure the future of our organisation.
Against the background of the changing shape and size of the postal industry and the unprecedented challenges facing the Union, This Conference recognises that it is now time to continue the reform agenda with a fundamental and systematic review of all postal structures within the Union.
The review will adopt an inclusive and democratic approach and a project plan will be published before the end of May 2012, detailing how the review will be undertaken with meaningful consultation and the opportunity for appropriate input from all representatives and Branches.
The key objectives and activities of the review will be as follows:-
• To ensure the shape, size and working arrangements of the Postal Executive continues to meet the needs of the membership in a changing business and postal industry environment.
• To strengthen the link between the Postal Executive and our field and Branch structures.
• To ensure our field and Branch structure continues to meet the needs of the membership in a changing business and postal industry environment.
• To improve overall representation and ensure that Branches operate with consistent standards and resources.
• To ensure that our Representative structure better reflects the diversity of the membership.
• To retain and build on existing workplace organisation and develop a package of support measures for local representatives.
• To embed a culture of recruitment and organising throughout the postal side of the Union.
• To improve our approach to communications and industrial training and ensure the necessary resources are in place to meet the needs of the postal side of the Union.
• To consider ways of engaging more Representatives and members in our consultative and democratic procedures.
• To ensure any new Industrial Relations Framework continues to support the overall objectives of the Union.
The outcome of the review will be subject to a Special Report at either Annual/Special Conference or decision making Policy Forums.

Draft Project to Implement Motion 61
Aim
To produce a set of proposals to at either Annual/Special Conference or decision making Policy Forums in March/April 2013 that achieves the objectives laid out in Motion 61 carried at Annual Conference 2012.
How
Set up 3 Strand/Project Groups to cover all the bullet points in Motion 61 with the exception of recruitment. This is the subject of a separate already agreed project. The suggested areas for the Strand Groups to cover are as follows:
Strand Group 1
1. To ensure the shape, size and working arrangements of the Postal Executive continues to meet the needs of the membership in a changing business and postal industrial environment.
2. To strengthen the link between the Postal Executive and our field and Branch structures.
3. To ensure any new Industrial Relations Framework continues to support the overall objectives of the Union.
Strand Group 2
1. To ensure our Branch structure continues to meet the needs of the membership in a changing business and postal industry environment.
2. To improve overall representation and ensure that Branches operate with consistent standards and resources.
3. To improve our approach to communications and industrial training and ensure the necessary resources are in place to meet the needs of the postal side of the Union.
Strand Group 3
1. To ensure that our Representative structure better reflects the diversity of the membership.
2. To retain and build on existing workplace organization and develop a package of support measures for local representatives.
3. To consider ways of engaging more Representatives and members in our consultative and democratic procedures.
4. To ensure our field structure continues to meet the needs of the membership in a changing business and postal industry environment.
Detail
1. The Strand Groups will meet only as and when necessary in the most convenient location to those involved.
2. Each Group will be provided with a pack containing existing material covering their relevant subject matters.
3. They will then determine what additional information and views they require and how and from whom they intend to get it. This could include sending out questionnaires and visiting either existing forums or ones set up specifically to discuss the relevant issues.
4. They will decide when and how to communicate to Branches and the field on what they require and why.
5. The Groups will produce final reports for the Postal Executive detailing their findings along with recommendations for future action. In addition, the Groups will report progress at key stages to the PE.
6. The PE will consider the final reports and then draw up the relevant sets of proposals covering the bullet points in Motion 61 to be put to at either Annual/Special Conference or decision making Policy Forums.
Who
The Groups will need to be small enough to operate effectively and economically but large enough to cope with annual leave and other unavoidable absences of some members.
• It is proposed that Strand Group 1 consists of the DGS(P) or a designated Officer, 2 PE members, 2 Field Officials, 4 Branch Secretaries. 9 in total.
• It is proposed that Strand Group 2 consists of 2 PE members, 2 Regional Secretaries, 3 Branch Secretaries, 3 Area Representatives. 10 in total.
• It is proposed that Strand Group 3 consists of 2 PE members, 2 Field Officers, 2 Branch Secretaries, 2 Area Representatives, 2 Unit Representatives. 10 in total.
• Each Group will have a PA attached to it to deal with admin issues. Each group will be able to call on advice/expertise from central departments should the need arise.

Attached below is the Excel Spreadsheet that provides a detailed timeline on when all elements of work are proposed to be concluded by, as well as detailing when reports will be given to the Postal Executive.

Be a fair bit of chattering going on there, wonder if we know anyone who is considering applying, it would have to be someone well versed in union waffle
.When they say it will have to be geographically logical, I think I know how "geographical" it'll be.
