If a BH falls on shorter day are we owed time?
So this week monday and tuesday are bank holidays. In my office monday and tuesday are 7.5 hr days for FT 40hr staff. Are we owed the 1 hr back? Equally if a bank holiday falls on a longer day, eg 8.5 hr friday, do we owe 30 mins back?

You will not get the time back, If for instance it was your day off you will only be credited with whatever the duty length was for that particular day! As most bank holidays are Mondays this will inevitably mean that if say Wed-Saturday are longer days you will only be able to redeem your full Bank holiday day off by taking a it on some other Monday or Tuesday.
