CWU ANNUAL CONFERENCE MONITORING 2012

The CWU National Executive Council meeting – held on Tuesday 29th May 2012 – received a report from the General Secretary on the outcome of conference monitoring.

The information was garnered by the Regional Secretaries with the support of the Branches.

The NEC was of the view that the material should be circulated to CWU Branches.

Monitoring of conference was restarted at this year’s conference. The results are attached in the form of a summary by region – branch returns are attached separately. For comparison sake, the most recent previous results are attached covering the period 2003 to 2007.

The main thing to note in the 2012 results is the continuing under representation of women, BAME members and young members. Women delegates made up 13.84% at the Conference of 2003 – and 15.67% in 2012. The actual proportion to membership is 20%. In 2006 and 2007 there were a higher proportion of women as delegates. So progress appears to have been halted here.

BAME members made up 3.17% of the conference delegates in 2003 and 5.56% in 2012.

The estimated number of BAME members in the Union would be at least 10%. Again in 2006 and 2007, a higher proportion of delegates came from BAME members than in 2012. Again progress seems to be halted again.

Approximately 11.5% of our current membership is young members (ie under 30 years old). Previously there was no monitoring of their attendance. So this year’s figure of 5.56% of attendance is an indication of under representation here also.

We have no real benchmark of the estimated number of disabled members of the CWU. Hence it is not possible to talk of proportionality. But we note in 2003, 7.62% were disabled, compared to 6% in 2012.

There were some notable failures at conference. But we should be encouraged by the fact that 13% were first timers.

The conference figures will form part of the platform for the discussions with Branches and Regions in the implementation of Proposition 67 from the 2011 Conference.
