Filling vacant positions

In a spdo attached to our delivery office a fulltime duty has become available. The DOM says it will be filled by a transfer from another office. I'm wondering if it should be advertised internally first. Is there any agreement on procedure for filling vacant duties?

Its in the way forward agreement, should be advertised internally before transfers in, not at home to post relevant section of way forward agreement, but agreement is in downloads so take a look

Problem is if the screw knows the way forward he'll know that he can leave the duty unsigned for 6 months.
The new dude can come in and go straight on it which seems to be the norm but it should then go up for signing after 6 months or if the office has 5 % of duties that are vacant.
