CWU Divisional meeting of Area Delivery reps.
Edinburgh Thursday 12th April 2012

BT2010 expires in April 2013 and most Scottish units will be going through some form of Revision activity to trigger the benefits to staff contained in BT2010. Training on the agreed Tools is being arranged for all Delivery Reps and Area Reps are now aware of the programme for each area. The CWU have Area Delivery Reps who have been fully trained on the systems and process used by RM, these reps are available for advice to any Delivery unit.

A Senior RM Manager informed the meeting of how RM Scotland mean to implement the nationally agreed process.

Baseline Estimated Performance (EP).
Establish Baseline EP through the Indoor Workload Tool (IWT) and Resource Control Sheet (RCS).
Determine model week between 10th and l8th lowest traffic week.
By agreement the Unit performance should not deteriorate therefore units should use whichever EP is higher as the baseline.
You may be required to validate the latest EP if higher than that of the model week chosen.
You may be required to validate the EP derived from the model week if higher than the current EP.

To validate the Model Week
Establish the cumulative EP over a 5 week baseline. (Two weeks either side of the model week chosen from 10th to 18th lowest traffic figures). CWU Unit Rep or ADR, DOM and RM Planner.

CWU Position
It is vital that Area Delivery Reps oversee guidance and support to CWU Unit Reps in this process. It is important to properly record ALL HOURS used in the unit operation. This includes staff starting work before time, lapsed Worktime Learning, DOM's doing OPG work and staff not taking meal relief. The CWU have evidence that RM at DSM level bluntly refuse to count these hours. RM Scotland at Director level has issued advice that staff not not be allowed to commence work before time. Reps need to enforce this through the IR Framework if required.
In addition Reps should ensure that lapsing is properly recorded and distinguished between Indoor and Outdoor lapsing. Mandatory weekly resource meetings should ensure proper recording of sub codes in the IWT.

RM position on EP Validation.
Phase 0 has been slotted in to the six step process to ensure that Revision activity considers the aspirations of units on Full Time and Part Time staffing balance, Saturday attendances etc. This will be considered under the System Readiness Tool used by RM. This Phase should be signed off as agreed by the CWU Unit Rep., DOM, and RM Planner.
This will ensure that model week issues are identified, discussed and agreed locally. In addition that all lapsed hours are properly recorded against current RCS codes. (IWT and RCS must align) And that a baseline EP is agreed (either model week or latest week whichever is the higher)

New Model Week process
Model week was previously selected between weeks 11 – 17.
Process now to exclude Public Holiday weeks to give 44 clean weeks. Rank weeks and select between 10th and 18th lowest week.
RM position on the impact of selected model week.
The higher the workload the greater the lapsing potential with more Part Time and less Full Time staff. The lower the workload the less lapsing potential with more Full Time and less Part Time staff. The higher the workload the more flexible the variable cost base.
Delivery Traffic Forecasting Tool
RM Scotland have agreed a roll out programme to introduce the nationally agreed Traffic Forecasting Tool for use at mandatory weekly resource meetings.
RM will host a training event for DSM/ADR's with follow up events with DOM's/CWU Unit Reps. This should ensure universal understanding of the process on both sides.

Saturday Attendance – Perth DO
Following CWU HQ intervention RM are now in a position to run options through the agreed Tools to put to the CWU locally.

Peugeot Bipper Vans
Police have stopped an RM driver of a Peugeot Bipper van who was driving at 60 mph in an appropriate 60 mph restricted zone. Police advised that his vehicle was registered as a Light Goods Vehicle and was limited to 50 mph. Subsequent advice has confirmed that the Bipper is registered as an LGV and should be driven as appropriate. Apparently the Bipper can be driven at 70mph in an appropriate zone so some confusion remains as to the correct legal position. The CWU will pursue this.

Relationship at Divisional level and RM Scotland.
Concern was expressed at information received that RM Business Plan assumes a Unit EP progression to 120 within a calendar year of BT2010 revision activity. This contravenes BT2010 and should be met by Disagreement under the IR Framework.

£400 lump sum payments
CWU HQ have approached RM to secure full payments for these units under BT2010.

Tenement Study values
RM Scotland had proposed a resolution to resolve this issue which fell well short of CWU expectations and no agreement has been reached.

Upper Decile Units
Divisional Reps had attended Kyle of Lochalsh DO as part of a joint RM audit of Upper Decile Units. There is still no agreement on what constitutes an upper decile unit and talks continue.

Payroll Services Portal (PSP)
Issue have been raised where Part Time Staff subsequently move to Full Time have been subject to a removal of Annual Leave entitlement under the PSP process. Case should be referred to ADR's.

Excess Annual Leave
Several units have raised issues over the excessive amounts of Annual Leave being carried forward. The CWU need to raise this issue at Weekly Resource meetings. RM proposals to meet AL by lapsing need to be agreed or otherwise. Where no local solution is possible this needs to be referred up through the IR Framework to ADR's at Stage 2 if required.
