What are the rules on using cycle panniers to carry mail ?

I thought I read somewhere that they are longer to be used for carrying items of mail.

Plus can I insist that a bike has full road safety check before I take on a walk that uses one, the bikes being used in our office have no lights, dodgy brakes and poor gears etc.

My bike says no more than 150 kg evenly distributed including the rider so I assume that means the panniers. When they first came out they were meant for waterproofs and the odd packet.

I will admit to loading mine with mail (had to repair them twice where they split) but I watch the weight does not go over the limit.

As to the condition of the bike you should check it over before you go out and everything should work otherwise its off the road.

I'm just wondering from a security point of view, because you cannot lock them, some of the first calls on this walk are blocks of flats, you cannot take the bike with you, and you wouldn't be able to take 2 panniers worth of packets with you either.

Can be a grey area but as a rule you need to keep the bike locked, chained and in sight. If you lost the mail whilst in a block of flats your going to be in trouble

Thats what I thought, that just made the walk a whole lot lighter !!

Cycles should be given a major service once a year and preferably an interim service every six months. OPG's should check their cycle daily, report any faults and, if not rectified, the cycle should be taken out of service.

All cycles should have a life service document which can be inspected for H&S purposes.

Any cycle that is past it's annual service date or that has unrepaired faults, should NOT be used!

We had a bike at our office for a while that had lockable panniers. Anyone else seen these? I asked for some back when I was on my cycle round and didn't get any joy
