Our statement
Royal Mail’s letters and parcels division - the business that provides the Universal Service - is loss-making and mail volumes continue to fall sharply.

If a rival service cherry picks profitable, easy-to-deliver mail, it will weaken and ultimately undermine the Universal Service that only Royal Mail currently has the ability and commitment to deliver to the UK’s 29 million addresses.

The Universal Service is the bedrock of the postal system.

It benefits every user of the post, whether they post a small number of birthday and Christmas cards or they are a large business posting millions of letters.

It means anyone can post a letter in any postbox at a flat-rate, affordable, uniform price and Royal Mail will take it on a journey of up to 800 miles regardless of the cost and complexity of the journey.

A service based on mail posted by a relatively small number of customers to a concentrated area of addresses with deliveries perhaps just two days a week is clearly targeting the profitable part of the overall mailbag.

Rivals also have the option of reposting into the Royal Mail network any mail they find too costly to deliver. Royal Mail believes that a rival service like the one announced today will benefit a relatively small number of customers in the short-term but it will be to the long-term disadvantage of postal customers everywhere.

Right balance
We have cautioned against unrestricted development of rival end-to-end services in a submission to Ofcom, published in February 2012. In that document, we said Ofcom must find the right balance between promoting competition and securing the Universal Service.

In it, we said: ‘Where the objective of securing the Universal Service and the promotion of competition comes into conflict, the Postal Services Act 2011 is clear that it is Ofcom’s duty to secure provision of the Universal Service, which takes precedent.’

Royal Mail is required by law to process and deliver its competitors’ mail. Elsewhere in the EU, access is overwhelmingly at the discretion of the Universal Service provider, subject only to commercial negotiation.

The current compulsory access regime guarantees the ability of Royal Mail’s competitors to undercut its prices. No other European Universal Service provider faces such a regime. Royal Mail supports fair competition but it does have serious concerns about any competing service that could weaken the Universal Service through cherry-picking.

Pay would be £7.10 an hour. Basic under performing would be NMW only. Pay increases would be up to £8.10-50 and held there unless you get promoted of course. Get 28 days paid holiday each holiday year, statutory sick pay for more than 3 days, good pension scheme, Right allowance programme for travel if needed and get various bonuses also.
