My office has recently started with park & loop and we are now in the process of picking in a resign.

I have worked part time (30 hrs per week) at this office for the last 16 years and was under the impression that picking was done in order of seniority regardless of whether you were full time or part time. Can someone confirm this for me please?

The way they are working it at my office at the moment is letting all full timers pick first in order of seniority and then part timers. There will be 12 additional full time duties left at the end of the repick and any part timer wanting a full time position will then have the option to go for one of these duties.

I also need to know who to contact regarding this as basically, my manager doesn't want to know!

Good luck with that mate, they just make the rules up for re-picks as it suits, including some of the senior men also.

In my office, they set aside so many duties as part time duties, much to the moaning of some of the full timers, because some were getting left with leave reserve after 10 years service but then some part timers were getting duties who had only been in the job for four years.

I started off the resign in my office last year and I done it on seniority irrelevant of hours worked. They just adjust the indoor workload for your hours... no or very little IPS. You should still beable to pick what duty you want.

So 'The Way Forward' has no bearing whatsoever if a resign is done differently at different offices?

I want to take this further, but phoned HR today and was told to see my manager (which I have done) or see his manager or the union. The Union guy has more or less said that that's the way it is!

So 'The Way Forward' has no bearing whatsoever if a resign is done differently at different offices?

its called a local agreement and the key word is agreement between the staff,rep,and management and prob the area rep as well

And the key word that jumps out at me in your sentence is 'staff'.

I guess I'm just going to have to accept it then, but when the only difference between full time and part time is the time spent in the office, I find it hard to understand why the repick of walks can't be done solely on seniority. :confused

That`s not quite correct.I did and won a grievance concerning local agreements,the third stage manager went to one of the guys who wrote "The Way Forward"and also to someone at CWU hq.Unless it states in "The Way Forward" that a particular issue can be resolved by a local agreement,then you have to follow "The Way Forward"unless later national agreements supercede it.

13.2 This agreement is mandatory and sets out the way that seniority will be defined for local units on and from the date of this Agreement. Any local agreements that conflict with this agreement will cease on and from that date.
• The practice of ‘most senior individual’ will be used when filling non-specialist jobs internally. The only jobs not filled on this basis are specified in Section 15: Selection by Skills.



Repick Guidance
In most cases the deployment of Delivery Methods will result in a number of existing support duties, and potentially some deliveries ceasing. You will need to propose and agree the scope and principles of the re-pick. Where there is significant impact to content or attendance times to one third of jobs in the unit, or more, re-picks should comply with The Way Forward Agreement: Section 16 “Resourcing jobs during major change”.

Way Forward Section 16 “Resourcing jobs during major change”

16.4 Where there is a major change as defined above, the key principles for dealing with the re-sign are:

• The re-sign will be run using a national standard procedure based on seniority, and not take more than four weeks to complete. In very large units, agreement to an extension to this deadline must be given by the Head if Performance following local discussion between management and CWU. At the end of the exercise all jobs and reserve posts must have been signed for.
