So should I demand to see the "pilot episode" when I arrive after 0900, thereby getting my first WTL session in god knows how long, instead of the national standard of 30 minutes per week regardless of starting time? After all, WTL is supposed to be part of our weekly duty structure!

I pity you all, our office has not had WTLL for about 4 years, and that was the only one for about 2 years before!!! I'm a thinking we will never see this!
