Scotland and Northern Ireland Divisional Committee

Members of Postal Executive and National Executive attended.
National Report
Submissions to Annual Conference include a motion on the Postal Services Act. Although the CWU is vehemently opposed to Privatisation the Union also has to negotiate the best terms possible for members.
A new governance model for involvement of the CWU in RM is being proposed as well as reform within the Postal Department at HQ to standardise feedback from Divisional Committees, to strengthen links in the field and Branches. An examination of geographical branches and the representative structure is required in response to Business Transformation. The review of HQ is still proceeding.
ROMEC
The CWU have concluded negotiations over attendance policy, performance procedures and bullying and harassment procedures. This vastly improves conditions for Romec staff. Romec members will be balloted on acceptance.
Area Distribution Drivers
The position of advanced driver coaches had been agreed. RM proposed payment of £30 per week, CWU secured £50 per week.
Mail Centre Budgetary savings.
There is no CWU agreement to a savings target of 7.9%. RM should use the agreed process at local level.
Rationalisation
RM are well through the process with some reviews remaining. CWU will oppose any piece meal revision. CWU looking at the terms of the existing agreement which needs improvement. RM have not indicated any further rationalisation in Scotland.
LA Grades
No issues before the PEC. The Division will be represented at national briefings.
Delivery
Recent progress on model week, setting indoor performance and indoor workflow. Important to note no agreement on 100bsi. Issues remain to be resolved around lapsing. The Outdoor Secretary has planned local briefings for Area Delivery Reps.
In Scotland RM have proposed a variation of BT2010 to allow units to progress with walk sequencing revisions which trigger benefits to members. It is a matter for each Unit to determine after consultation with members.
Future talks with RM Delivery includes, Professional Drivings Grades/ MGV delivering former D2D payment and not receiving the delivery supplement. RM point to two differing definitions within BT2010 as to staff who qualify for the payment. This issue remains to be resolved.
CWU/RM relationships at local level. HR Scotland are meeting ADR's to discuss. It is commonly felt that the absence of monthly Strategic Involvement meetings had worsened to relationship.
World Class Mail
National policy applies to all units that there should be no local participation in any new WCM projects. Where existing WCM projects propose change this should be through the IR Framework.
The CWU are still negotiating terms for WCM projects to reflect members concerns.
ANGARD
RM arms length employment agency has been an unmitigated disaster for staff. The CWU is negotiating for rights to represent ANGARD staff. All staffing issues should be discussed locally at mandatory weekly resource meetings. This includes issues with ANGARD staff.
Organising and recruiting in Delivery
For the last 10 to 20 years there have been around 20 to 30,000 non members in delivery when staffing lists are compared to membership levels. Branches need to take initiatives, we have an urgent need to recruit these staff.
The CWU is looking at improving support for isolated reps including support committees. 3 offices are conducting trials on how this would work.
RM Attendance policy
CWU in process of re negotiating this, in particular a right to appeal at Stage 1 and Stage 2.
PSP
Introduction of Annual Leave calculated in hours as opposed to days. Should make no difference to staff rights.
Delivery issues in Scotland
CWU in correspondence with RM Scotland re proposal to reduce step allowance for tenements. CWU have opposed this and point out that RM Scotland will be liable. In addition some units have been planned on the 'more generous' step allowance and RM may try to remove these hours. This should be referred under the IR Framework.
BT2010 – Important that units ask for written confirmation of payment dates prior to agreeing revision. ADR's to check terms of reference. No CWU agreement to target savings.
One in four Saturday's off. Debate on limited introduction of 1 in 4 due to impact on FT numbers. Perth DO at Stage 3 of IR Framework on this issue. CWU HQ can advise units.
Point of Principle disagreement over lump sum payments and 39hr week in units – ADR's provided an update where no resolution.
Training for Reps.
Divisional Reps arranging a one day training event on revisions and joint RM event on mini duty builder, IWT and Traffic Forecasting Tool in March.
IR Framework
It is important that ADR's forward issues unresolved at Stage 2 to Divisional Reps. RM only promote matters of concern to them.
Northern Ireland.
Partially supported revisions do not apply to NI since timetable being met. RM have confirmed that all units will receive the bonus payments due under BT2010.
Workplace Coach
RM NI had proposed to use WPC on outdoor observation project. The WPC post has a job remit which does not include this. Any alteration to the role should be raised at national level.
RM Scotland had proposed that outdoor observations be performed by ASR's. Again any change to emit of ASR's should be raised at national level.
Processing – DTRE project. National officer participating in trials over traffic recording.
Addressograph mail is being centralised and discussions are continuing.
Appendix 4 conduct code
Amendments have been made to Appendix 4 and these will be trialled. Training has been arranged for March.
Bank Holidays
RM trying to align all Public Holidays. Matter for each unit to decide after consultation with members.

It appeared that everything was done and dusted before we were asked. Why were we asked at all?
As you previously posted the ADR was told by a Divisional rep (?) that there was no point going to disagreement. So how much support would there have been for any unit that didn't fall into line?
The idea that any individual unit had any say was laughable.
The £400 offer for a walk sequenced revision (because that is what it looks like no matter what words are used) was outside the terms of BT2010. It should have been challenged by Divisional Reps not left to unit reps "after consultation with members."

scotland rm propose a variation of 2010 agreement
why not enough savings , cant be done,
point we voted on the same said national agreement for the whole country and the national cwu directive is not to accept any watered down proposals re revisions and members to get all agreed benefits as per latest voice articles.
rumours i heard is 20 minutes added to duty time for lwt over whole duty
dont think so
vans to be shared but no p&l .driver to do pckts and reg etc leaving walking man more delivery span to cover nb, which also means more than fair workload and more d2d,s to cover all for the same pay as driver
dont think so
walking man to use pouches / trolly and continue with pouch boxes with bags being dropped by driver
dont think so
so yet again walking men in scotland to be shafted once more

we want same as uk agreement or no revisions thats what we voted on
i do not recall a scotland 2010 ballot during last indusrial action
these wee snippets were leaked to me today tamsky by big mouthed lm thinking he knows better cant wait for wtl tomorrow

There was NO seperate agreement for Scotland. Its a NATIONAL agreement, or NO agreement.
RM must be laughing their socks off, devide and rule.
Still were used to all this, after all, London seems to have different T&C's to the rest, why not Scotland too.

Does anyone know what the step allowance is? I thought the tenement study had been rendered marginal with the 'only Victorian tenements' qualify bollocks.. there needs to be super clarity on this but I keep hearing different answersTamsky wrote: Delivery issues in Scotland

In the context of that meeting, it's only Aberdeen that is affected. (Glasgow was a trial site iirc, Edinburgh and Belfast 'kicked off' prior to the decision, so remain unaffected)POSTMAN wrote:

They are achieving 19% participation (including managers), if the nonsense on the walls are anything to go by.
Hoping that this all blows over sooner rather than later, because it's difficult to toe the line, when everyone disregards what you say. (kind of like people coming in early in delivery etc)
