can a DOM organise an ATOS appointment outside of your work hours

The DOM should only be referring you. ATOS should ring you and arrange the appointment time, not the DOM.

atos arrange the appointment, the manager has to refer you to atos, then they phone you up, you either get a face to face appointment or a phone consultation with a nurse, they then write a report making recommendations, which most times the management will follow.
