What is clear is that on RMC there are well over 4,900 odd postings which containing the word bullying in them.

so why is it that bullying is commonplace in the royal mail?? bullies are cowards,, insecure,, jelous ppl , with not an inch of decency in them.

One of the problems is the policy of promoting from within.
Line managers are just a step away from being taken back to the front line. They generally despise their staff because they believe they have a foot on the ladder of success and think they are better than the people they are supposed to manage.
I would guess that the poorer the area, the worse the bullying because the fear of demotion is greater.
This culture of bullying is self preserving. Bullies tend to like and promote other bullies.
