when planning the delivery span/pegasus

is it a condition when working out the delivery span that the model weeks of 11 to 17 are used to calculate the delivery span

If you don't have staff wishing to "flex up" - using weeks 11 - 17 will leave you unable to cover the workload when the mail is heavier.
Similarly if there are local reasons why the disparity between the mail for weeks 11-17 and a heavy week are greater than "normal", you will struggle to cover the workload.

If you staff the office for heavier weeks it means lapsing is a possibility for lighter weeks.

they have finaly confirmed that the duty delivery span which for example is 4.5 hours, is decided by geo route with the lowest traffic figures of weeks 11 to 17 included
