GENERAL CONFERENCE 2011 – MOTION 46

General Conference 2011 debated and carried the above motion (46) that stated

“This Conference instructs the National Executive Council to undertake a review of the current Branch rebate system.

Such a review will examine the rebates required to maintain and improve all aspects of Branch representation of its membership, and take into account all aspects of Branch expenditure within the CWU.

The NEC is further instructed to seek the views of Branches within the review and to produce a report to branches by o later than 31st January 2012.”

As part of the review we have been using the statistical information available to us within the finance department to see if this identifies any obvious trends.  This work is still progressing and we are still assessing the information available to us.

What this can not tell us is that part of the review contained in the final paragraph i.e. what are the views of Branches?

In writing to seek these views we are mindful of activity within both industrial sectors of the union that will undoubtedly have an impact upon the review and any recommendations going forward.

Firstly the NEC placed a moratorium on the branch mergers within the TFS area in order that consideration could be given to producing a branch structure that met the industrial priorities.

In the postal sector there are changes happening, particularly around current and planned mail centre closures and within the delivery area that could and in some cases will have significant impact upon membership numbers.  In turn this impacts greatly on branch income.  This matter will become a determining factor in outlining our approach to this review.

In the meantime branches are now invited to submit their views to this review by no later than Wednesday the 21st December 2011 in order that they can be taken into consideration when the NEC produces and circulates a report in 2012.
