I would say as a guess they are very unlikely to increase your hours in the current climate, however if I were you I would still apply. If no full timers apply who knows.... If they realy need that position filling you may just be lucky, but you won't if you don't apply.....

I started on a 40 hour contract, then got made down to a 25 hour contract two weeks before my first year was up :(

in the DO I work in we are 2 FT and 3 PT staff members short. ( two retired, two quit and once was sacked for calling our DIM a C**T )

3 months ago I was offered a chance to go back upto 40 hours, so I naturally said yes, this then got sent up the management line and I was told it was going to go ahead.

the manager that offered me the position then went sick with stress and has now gone back to being a minion again and the new DOM has said he is getting no more staff in until we have sorted our rivision out, which so far has taken over 2 years and 2 planers off with stress.

however, I hope that you do get yours :) but can't see it happening :(

Yes Apply,you have the right to apply,they can't stop you.
What 'should' happen is you take the job and they recruit your job.
But in the present climate who knows how they will work.
You need to keep an eye on it carefully.

Yes,although the chances of getting it would be slim but you may get lucky.
Not 100% how it works for temp contracts which by your previous posts i see you are on,but if no one else wants it...
