JOINT STATEMENT
Covering Delivery Offices in the RM --------- Region
Following meetings held on 30/9/11 and 28/10/11 this following joint statement is to be cascaded to all Delivery OPGs/CWU members in RM ---------Region.
This communication will be jointly cascaded from Tuesday 1 November 2011.
STRATEGIC INVOLVEMENT MEETINGS
RM and the CWU fully reaffirm their commitment to engage through SI meetings. Area meetings will held on a bi monthly basis. Local meeting will be held on a quarterly basis.
BUSINESS TRANSFORMATION 2010 (For units that have undergone delivery methods)
• In order to review offices – A campaign called “Fix It” has commenced to address the shortfall in realising the benefits; this will include both indoor and outdoor issues. C & DSMs and Area reps will jointly agree the appropriate release afforded to the local CWU Rep so they are fully involved in this process. Any anomalies identified such as frame lay outs overheads will be corrected. In addition all duties in Transformation units will have Duty Guides produced and displayed
• Royal Mail and the CWU agree that the only agreed performance measurement is the Individual Performance Standards Agreement.
There are a range of performance levels in royal Mail across the country. Both parties recognise the need to fully understand the reasons why and take action to narrow this broad range.
Both parties accept that to underpin this action, employees, managers and union representatives need to fully appreciate the context in which the business operates and the challenges we face. In addition it is essential that measurement systems are fair, objective, equitable, fully understood and benchmarked on a like-for like basis.
In line with the above mentioned approach, we want to bring everybody’s actual performance up to the level of the top 10 per cent performance consistent with good employment policy, appropriate equipment, safe working practices and consistent with national agreements. This will be achieved over the course of the 2010 Business Transformation agreement.
• All employees entitled to 1 in 4 Saturdays will be allocated them as a matter of urgency. Area Representatives / C & DSMs will review office by office any issues and put in place measures to ensure parity of treatment for all employees / members (including reserves). The reference period to be agreed locally but should not exceed 6 months.
NATIONAL FORECASTING TOOL
• Workshops will be held shortly for all Unit Managers and Local CWU representatives to build understanding on the new tool. These workshops will be held during November. This will be to give all a common understanding of the new approach to be used for unit resourcing. This will be followed by a detailed skills session to ensure all parties are fully capable of using the new tool effectively. This cascade will be fully supported by both the Area CWU representative and the C & DSM.
• Weekly resourcing meetings are mandatory. Therefore one day of the week will be identified for these meetings to be held. C & DSMs and Area reps will jointly agree the appropriate release afforded to the local CWU Rep so they are fully involved in this process. The agreed level of release will then be entered into the units duty builder under the correct code (solutions to the shortfall in the reps duty hours will be addressed and implemented).
• Discussions on how to deal with the rise in packet traffic will commence at Area level with immediate effect. A joint meeting will be held and the outputs will be communicated at the above workshop. Support will then be given to both the local rep and the Unit Manager with how to plan for the increased level of packet traffic.
PAY AND MODERNISATION
Royal Mail and the CWU reaffirm their commitment to the Pay and Modernisation Agreement and in particular the guidance around the use of the 30 minute flexibility. Guidance will be given to local CWU Reps and DOMs at the forthcoming workshops. This will be communicated using the Royal Mail Facts & Myths briefing material.
Nothing in the above document supersedes anything held within any National Agreement

Re: Joint Area Statement
A duty guide would be good. We have no 318's/job descriptions. You'd think this would be a basic requirement. Obviously without the responsibility that goes with a duty my stake in Royal Mail has suffered. No trust/work as directed = I dont care.

How does that work, are revisions being done with eyes closed? Is anybody doing anything properly?Any anomalies identified such as frame lay outs overheads will be corrected. In addition all duties in Transformation units will have Duty Guides produced and displayed

It's good to get these types of threads, the ridiculous my manager said bollox, so we can reassure ourselves that while the world is falling apart, Royal Mail managers are still being the low-life C***S they have always been.
My BFF Clash
The daily grind of having to argue your case with an intellectual pigmy of a line manager is physically and emotionally draining.

Eyes closed yes,
All budget driven from the DSM's Upwards. There is also the problem of postmen/women wanting thier revision monies and telling Area Reps they want stuff signed off just so they can get it.
My office have refused a tabletop revision so far but even some in my office are now saying they want the money so let the Dom do one. ( Rock and a hard place for Reps )
If we are forced into having one because the majority vote for one, the same ones who voted for it to happen will be shouting the loudest about how bad it is and how s**t the union is for letting it happen. ( Even though they have advised us to say no ! )

Re: Joint Area Statement
What sort of money are they expecting for a tabletop revision? We've jumped through hoops since last November, P&L, Repick, CSS machines and sequenced mail all for the princely sum of £200 and no sign of the other £800. Yet we hear tales of monies being paid for next to feck all revisions.Geezer wrote:POSTMAN wrote:How does that work, are revisions being done with eyes closed? DVB
We were told we would get £600, and then another £200 when we get WSM.
Now do i believe this will be paid, well i would'nt hold my breath. And I also have no faith in anything my DSM says.
