Delivery To Neighbour Trial

Branches will probably be aware of recent publicity in the media regarding the above mentioned trial which has been agreed with the CWU. Postcomm (now Ofcom) has also given consent and its support for the trial to go ahead.

The trial which is due to commence on the 28th November 2011 and due to conclude on the 25th February 2012 will be carried out in the 6 DSM areas listed below.

Edinburgh Central

Wigan/Bolton

Swansea East

Norwich

Gatwick North

Hull

The full breakdown of the trial sites and the Delivery Offices participating is attached to this LTB. Not all offices in the trial areas will be participating in the trial. This is so that comparisons can be made in each of the respective areas. The ADRs covering these areas have already been informed and provided with information.

In total 29 Delivery Units will be included in the Trial. These include 21 Royal Mail Delivery Offices and 8 Scale Payment Delivery Offices (SPDOs). This will involve 1,410 delivery walks and c.748,000 delivery addresses. The areas chosen are intended to provide a sufficiently representative sample of types of Delivery Office, population density and volume of postal items.

The delivery of an item to a neighbour will only be undertaken following an unsuccessful delivery to the original address. For the purposes of the trial a neighbour will be considered to be a person who lives within close proximity to the original address. They may be a next door neighbour or someone who lives sufficiently close by. The delivery postman or woman will have the flexibility to make an appropriate judgement. If an appropriate neighbouring address is identified by the postman or woman, they will ask the neighbour to take receipt of the item on behalf of the addressee. If they agree to do so, the postman or woman will record the neighbouring address onto the P739 delivery card, and will then post this at the original address.

For the duration of the trial people will be able to opt out, this will include people who are having items delivered to them and neighbours who do not want to take things in.

Customers in the trial areas will be able to opt-out of the trial by displaying a sticker in a prominent location at their address (e.g. on or near their letterbox). Royal Mail will send stickers, free of charge, to customers who provide their address details to Royal Mail either via the web-site http://www.royalmail.com" onclick="window.open(this.href);return false; or via telephone to Royal Mail Customer Services via an dedicated automated phone number.

Customers will be able to opt-out at any stage during the trial. Similarly, they can also cancel their opt out at any time.

Discussions are still ongoing between the CWU and Royal Mail at national level and local parties have been asked to enter into dialogue to put the trial arrangements in place.

For 'In Commercial Confidence' reasons some information regarding this trial has not been circulated. The trial is being overseen by Mark Baulch, PEC, on behalf of the department.

It's worse than that - some of us can, some of us cannot.
Perhaps anyone conducted for doorstepping could claim they thought they were on a trial.

I think the best option is if they aint in P 739 the item then you are doing the job properly
I always feel if people order things and aren`t in when we dweliver then that is their problem and if they have to go to callers office to collect then so be it.

What about us floaters ?? We're probably delivering D2Ds to peeps who've opted out - we've no bloody chance of keeping up with this ... P739 all the way (unless it's live plants !)

this could work well first house with someone in "hi i have parcels for 5,11,22,24 and 36 oh and heres all their mail too i'll leave them a card and they can bug you all evening
