Can they do this?
I have been told that if I am unable to complete my delivery duty within my contracted hours, then I will be removed from this duty and placed on another duty (no doubt a crap one)in a nearby office. The problem has arisen because the day off cover is a runner and cuts the job up to finish early. I do the job properly and consequently need to book overtime nearly every day. Can they do this? It sounds very much like bullying to me. Any thoughts?

Technically they can task you with any duty they like. However in your context it sounds like they are threatening you with a change of duty because your doing the job correctly. Simple harrassment. Lob in a grievance.
Besides, if they shift you to another office (as long as they give you notice the previous day) you can cut off to allow for travelling time to get back to your own office. Its really pretty terrible as far as threats go since they get less work out of you.

Ask them to walk test it.
I have the same problem where the two floaters on my day off.
They throw off the households the day before when they come back to the office, start 30 minutes early unpaid , dont have meal relief and dont use a trolley.
That is 15 minutes for households , another 30 minutes for coming in early , another 40 minutes for meal relief and finally 30 minutes extra for using a trolley = 1 hour 55 minutes.
I cut off 1 to 2 rows most days and the floater just about finishes, who is the mug??

Of course they can't
Where in the conduct code does it say you can remove someone from their duty and compulsory transfer them as punishment for alleged and as yet unmeasured under-performing?
Get a grievance in and wake your feckin rep up.

Happening every day in my office, had it said to me that it's agrred with the union? asked area rep to find out who agreed it. I have no idea what is going on to be honest. The management just seem to be making it up as they go along. I've been led down so many blind alleys that I can't think straight. I know I am doing nothing wrong. I am doing the job to the best of my ability and cannot work any faster. I have already told management this They just will not believe me! I also said I am willing to be walk-tested or to undertake any training which will make me quicker but they haven't done anything about it.
The walk was "tested" supposedly but not with me doing it. Surprise, surprise, their "hand-picked man" did it within the contracted time. The thing is this "test" was not witnessed by anyone so he could have done what he wanted as regards shortcuts etc.
My idea of a "test" is for the duty-holder to be the person doing it witnessed throughout his duty by a manager who takes notes regarding quantity of mail, speed of sorting, timing of preparation and bundling of mail and ensure that pouches are not overweight i.e. as per the bag matrix. Then the manager should accompany the duty-holder on the delivery to ensure that all health and safety rules are being adhered to, i.e. wearing a helmet where necessary, not riding the bicycle on the pavement, not scooting on the pedal and not reading through your next delivery points mail whilst walking. Obviously the delivery officer must close gates where necessary, walk up and down paths not cut across grass, fences etc. As we all know, doing this all takes time but if a walk is tested then it should be done properly observing all ROYAL MAILS rules and regulations and other legal requirements. He should time how long the delivery takes in total including returning to the office for replenishment (I have no pouch drops or pouch boxes). This can be up to five times returning to the office at 15 minutes per round trip. Of course there is also meal relief time to be taken into consideration too.
I have already put two grievances in on a related subject. Both have been ignored. I'm considering going to the third stage but I am wary as they appear to have it in for me and I am worried that they will somehow fit me up and sack me. They have already previously charged me with two serious offences but have now decided after nearly three months to drop them without explanation. This is their latest trick to try to get me to work for free by threatening me with this compulsory transfer if I don't achieve completion of my duty within my contracted hours. I have to say that the union don't seem able or willing to do much. The divisional rep is involved now but whether this makes any difference remains to be seen. I am completely p***** off with the whole situation and if I could get another job I would despite the fact I know I am in the right.
It seems to me that the management are like Nazis and the union are collaborators. If there is any union official reading this who can prove me wrong and actually DO SOMETHING about my problems I would be delighted to hear from them.

Take it to stage 3 !!!!!!! It is your performence in my opinion they are wrongly questioning and you seem quite genuine in beleiving you are performing within the rules and correctly so have nothing to hide or fear. So it is your performance they should be measuring not the duty and this would only give them (if you were underperforming) opportunity to retrain you not move you !!!!!! If they got off there backsides and found and aprooved bag drops that would make you more efficient but it's easier to bully people into coming in early or using their own transport
When the stage 3 asks for your idea of a resolution ask for a manager and the union H & S rep to accompany you to be tested, Keep on to the union ALL the time, you pay your dues and should be protected from this bullying by them.
I have been in a similar,but unrelated position to you, unreasnably conduct coded (first time any discipline in 35 years employ) eventually case dropped, clear record. I am on stage 3 Greivance against the manager it's took 6 mths to get there but I won't give in, the only way things will ever change is when management bullying is challenged I know it's not nice but don't lie down to them.....
