Can anyone tell me if supplement is payable on half pay ?

Call HR and ask them. As it is paid to non-delivery staff I would think if you are at home on half pay you should still get it.

The supplement is not an allowance it is a permanent addition to basic pay the only difference it is not pensionable. So the answer is yes.

Of course you would because if you take unpaid leave you lose that percentage of basic pay. Now that the delivery supplement is part of basic pay you lose pro rata of that as well.

3. Delivery Supplement. The £20.60 payment is non-pensionable (although note section 4 below) and will be paid on income code FUNDY. The Supplement will be paid 52 weeks per year and subject to the same payment criteria as basic pay. The delivery supplement is not reduced for employees on pay scale points below the maximum. The Delivery supplement will be subject to the same abatements as basic pay, meaning it will be abated in line with basic pay for Sick pay purposes (and for sick half pay purposes a 50% abatement will be applied to both the pensionable and the non-pensionable elements of the supplement where reserved rights apply). The supplement will also be abated for Holiday purchase, although for holiday year 2010/2011 this abatement will only apply from week commencing 7th June 2010. Receipt of the delivery supplement does not impact upon eligibility for other skills allowances (except TPM – see below), although employees in receipt of the delivery supplement will not be eligible for any other functional supplement eg the Mail Centre functional supplement. The supplement will constitute part of non-pensionable Single Standard Pay Rate when delivery employees perform overtime, irrespective of the function in which they perform the additional hours. The payment will be maintained during paid periods of maternity and paternity leave, and will flow through to Ill Health Retirement with Lump Sum calculations
