Repick/Resign When due?

We have more than half our duties un-assigned to anyone are we not due a full repick? or when is this done?
we have 27 duties and only 14 signed for! 7 of the others done regularly by same posties(not signed) the rest covered by whom ever.

What's the correct way this should be?

Have you just had a revision? Are you due to have one?
Seems strange that so many are vacant.

6 When the number of consequential vacancies in the resourcing unit reaches 5%, or after a period of six months following the last such exercise (if earlier), the posts will be advertised in the resourcing unit, en bloc and filled on the basis of seniority. If this results in any further vacancies, these will be filled, using the same process as above.

No revision only some times changed, but over the years people have left and job not perm filled only covered.
As i said more than 50% of duties like that it's mad.
Revision been put off 4 times now supposed to be May 2012.
