could a d.o. rep be temporarily upgraded to an area sub rep on the sayso, or recomendations of other branch officials, ie area rep, div rep, secretary etc, or do they need to be voted in.

Perhaps I am missing something here.

If you dislike the Area reps that are telling you who to vote for - then vote for the other guy.

Can the Union tell you who to vote for, is your Unit a Soviet State where they fill in the vote for you.

I always take the recommendation as just that, but its up to me to put the cross and if I disagree with them I vote the way I want to. Perhaps the rep has been a bit forthright in his recommendation but your vote is just that YOUR vote.

well i was under the impression that a an area sub had to be voted in, not just chosen by heirachy, especially when there is a number of people who are after the same position....also time and experience comes to mind.

Most Branch`s elect the substitute area reps for delivery , processing and distribution from the the Branch Committee which is made up of all the CWU units reps from the Branch area. The reason why there is normally not a seperate election is that the subsitute is not elected by the membership is that it normally does not carry facility time and the role only covers the area rep when he or she is on annual leave , conference or sick leave.
