My round is in the Winchester Council area whereas the rest of the office is Chichester and East Hants Council.
Last week the rest of the office was delivering Electoral Form envelopes except me, but i presumed that that was to come.
On Saturday I met a woman with a huge pile of envelopes in her hand and I asked what she was doing, she was was delivering the Electoral Roll forms as she and her husband had been doing for the last 35 years!!.
Well result for me but what got me was the forms were in Royal Mail 2nd class PPI envelopes, How does that work?.

She said she gets paid 20p per envelope.
someone on my round put two of these in the post for me to deliver as they couldnt find the box on one house it goes in a bin over the fence and another is a house with a very long driveway one i delivered and i gave the other one to the phg to surcharge and i havent seen it again no surcharge card either maybe theyve returned it to the council

If they don't go through the system/PPI docket then they wont get charged for it.

It's good to get these types of threads, the ridiculous my manager said bollox, so we can reassure ourselves that while the world is falling apart, Royal Mail managers are still being the low-life C***S they have always been. Yes, I get that bit , what I was wondering was how much would it have cost to send them by Royal Mail considering that Winchester CC had obviously got hold of the envelopes and then paid someone 20p to deliver them.

13p is roughly what RM get paid not what the customer pays, the DSA company have to have their cut too. Paying 20p per item to get them delivered would probably be cheaper than DSA or 2c. MS3 might just come in at about 20p per item.

Including the Delivery Supplement I'm on £9.51 an hour ( or nearly 16p a minute ) so anyone would need to deliver them to only about 48 houses an hour ( less than one a minute ) for 20p each to equal our pay with these - easy money.

Having the stamp on it is nothing,it's pre printed and is what the council would normally use,i'm 'guessing' the woman you saw either works for the council or is in there is some way.
Maybe she lives in the area and negotiated that she could deliver them cheaper,i'm 'guessing' again her bit would of been pulled out before our collection driver picked them up.
