....to colleagues who refuse to use light weight trolleys(not for a safety or security reason). Should they face conduct for repeatedly not using the trolley. How else will they learn??

yep...conduct code the lot of em,failure to use these trollies will not help anyone except the managers in your office as it will show your revision is working when in fact its only working because nobody is using the correct equipment for the job also anyone else covering said walk will not be able to complete if he/she uses the trolley

What WILL happen to them, and yes its only an opinion, is more fatigue, less quality of life, more injuries and long term physical problems. Buy hey anything to finish early....

As a rep it is difficult to imagine a situation where you would actively support the conducting of members however if conducting a few in the short term leads to better job security,worklife and health for many in the long term it would be equally difficult to argue against it.
The first position would always be counselling...after that if they choose to ignore it...they have basically conducted themselves anyway.
