Unagreed Pareto/Performance Tool

It has been brought to the attention of the Outdoor Dept that Royal Mail managers are attempting to use an unagreed performance tool to measure the performance of individuals. They are stating that this tool/approach has been agreed with the CWU which is completely untrue.

Our understanding is that they are extracting information from the IWT (which is an agreed tool) to determine what the throughputs (IPS/Prep) should be on an individual basis. However the IWT is a tool to measure office/unit performance not individual performance and there has been no discussion with the CWU at national level at all on this unagreed approach. The only agreement that exists between the CWU and Royal Mail on the subject of individual performance is the Individual Performance Standards Agreement and no other.

Branches and Representatives should make it clear to managers that we will not participate in the unagreed process and register disagreement where necessary.

This should then be raised in the first instance with CWU Divisional representatives ASAP and subsequently with the Outdoor Dept if the problem is not resolved at Divisional level.

This will be raised at a meeting with Royal Mail on Monday 25th July and the outcome reported in due course.

I spoke with Rob Jenson this morning regarding Pareto following his visit to N. Ireland. He confirmed that the only process to be used is the National Agreement - Individual Performance Standards (IPS) and this will be dealt with sensitively. There will be no displaying of any information relating to any individuals performance. If performance issues are identified in line with IPS then this will dealt with through counselling and where necessary training. We also discussed IWT and he confirmed that the IWT is an office based performance measure and not a measure of individual performance.

I anticipate that this should resolve the problem. However if this proves not to be the case then let me know ASAP and also advise our members not to participate.

The overall prep rate should be determined by the IWT.
This should take into account such things as distance from the frame to the IPS and number of redirections.
It will probably come out at around 15 I believe - from first letter to ready to go.

25 is the one minute test.
In some areas ( ) this has been downdialled by 10% to give a prep rate of 22.5 but that doesn't include redirections. dead letters and tying down.
Normally about 30 minutes is given for this.

In the latter case a walk with 1350 items would take 60 minutes to prep and 30 minutes to tie down = 90 minutes total.
1350/90 = 15. This is roughly what the IWT should give.
Bigger offices with more boxes to clear down and further to walk would give a slightly lower IWT.

I always reads what he posts. (My wife thinks our online relationship is homoerotic)
Anyway is the original question:
The DOM is using 25 letters/min prep as a performance issue?
Or is he using 25 letters/min as a planning guide?

I read it as the latter.
If you use the example I gave whereas my DOM would be allocating 90 minutes to complete the prep and tie down for a 1350 item delivery, his DOM would be allocating 54 minutes.
There was no mention in his post of it being a performance/conduct issue, just a mega planning f**k up.

All the IWTs that I have been involved in come out between 11 and 12 items per minute as an 'all in figure' so 15 maybe a bit harsh. Don't forget to insist you see the DOM change the D2D and the redirection figure weekly. Every minute counts 60 extra mins is 1/40th of a FT job....or some such BS.

Our area manager is trying to dictate that prep rate is 30/min at all times.

I probably could do 30 a minute - but would it be accurate - would it save time in the long run - would it be worth imposing.

The answer to all 3 is a definite No.

What i was getting at Clash is your Quote above.

These are based on office Performance, not Individual. So his Dom should be asked where his figure comes from and if he says IWT then the Rep should put in a Disagreement.
I understand what you are saying about planning, But it still does not take away the fact his Dom is telling him 25 letters a Min which would be a performance target and for that IWT should not be used. :wave

I know that, you know that but there's enough coming on here asking the questions to show that a lot of members,a lot of managers and a good few reps....don't.
The role of the IWT was never made clear to the members..considering how long it's took Gibbo to clarify the difference (still not openly in a LTB)...i'm not sure HQ are even sure of it.
Top 10% anyone? :cuppa
