Should vacant duties be advertised internally

At my office, people are just allocated a duty, even after being there for a few weeks. In fact, a part timer was taken on and walked straight on to a duty!!!

Every 6 months or when level of vacancies reaches 5% which ever comes sooner.

Reserves can be placed on vacant duties until the duty is advertised and taken.

Can RM refuse to fill any vacant duties until after the revisions have been completed?

Some have been vacant in our office now for over a year and a half and RM just refuse to fill them, and the union does nothing they dont seem overly bothered or helpful.

6 months gone since duties last advertised at my D.O so will mention it to the DOM at this weeks meeting.

Need to start thinking about a potential resign that might happen with sequenced mail revision as the machines are due to go live in October at the main D.O in the cluster.

Exactly the same in ours,they just lapse the vacant duties, I have been doing the same one since before Christmas 2010.

they gave many newbies in our office the easiest duties and the long term reserves were put on the longer crap ones, if you are good at your job, you are given the worst walks and the longest prep.

You should all be thankful as any vacant duties in my office are put onto the lapsing schedule. Reserves are left with the little scraps which idle postman/postwomen claim they do not have time for while sitting in the cafe for two hours before returning to the office. Poor reserves I think.

Speaking as a reserve, I can identify with every remark made so far.
I was also told if someone is on a duty for 6 months or more they automatically get that duty. My rep is aware of the vacant duties and has enquired about the advertising of the duties.

Surely any reserve would prefer a few little scraps of leftover lapsed duties rather than a fully duty plus part of a lapsed duty?
