As Scrutineers appointed in accordance with Section 49 of the Trade Union and Labour Relations (Consolidation) Act 1992 (as amended), we are satisfied as to each of the matters specified in subsection 52(2) with regard to the election. The following points should be noted:


1. The person appointed under section 51A to carry out the storage and counting of voting papers was Electoral Reform Services Limited.


2. The person appointed under section 51A to carry out the distribution of voting papers was TU ink Limited, 65 Leonard Street, London, EC2A 4QS and we are satisfied with their performance.


3. A copy of the register of voters (as at the relevant date) was examined in accordance with section 49(3). The examination took place at our own instance and did not reveal any matter that should be brought to the attention of the trade union.


We would draw your attention to sections 52(4), 52(5), and 52(6). Section 52(4) requires that a copy of this report be published and made available to all members of the union within a three month period from today. This does not, however, mean that every member has to be notified individually.

Last year Paul O'Donnel was dead last with 4,747 votes...this year that would have been enough to get him a place on the PEC.
Overall the turnout is about the same as last year...very poor.
Is it democracy?
You could argue that everybody had a chance to vote so...Yes it is.
You could also argue that apathy is a vote in itself so...No it isn't.
Me...i don't get what problem is with voting in this union/business...it isn't hard work but i guess if members are faced with seventeen names they couldn't pick out of a line up...why bother?

I disagree with apathy not being a kind of vote, it's a big step towards just saying 'f*** it, what do I actually need this union for' which is the way it's heading and Billy has to take a big portion of blame.

BTW I didn't get my voting papers so even if I'd have wanted to I couldn't have voted.

I know 1 or 2 on the list,the rest of my votes was on branch recomendations and there election address thingy.
The turnout was piss poor which is a shame as it must have cost a few quid to set it all up.

The turn out was poor again. We have to however remember that the reason the tories bought in postal ballots was they knew that the turn out for national postions would be poor.

Remember prior to postal ballots indivduals got elected to the PEC and NEC at annual conference on the basis of Branch votes.

When postal votes came in they only ever reached a 20% turn out. Of course some Branch"s done a lot of work sending postcards etc to members and have increased above the average and I do remember the Keggie V Dave Ward election two Branch"s in London got over 40%.

This years results just deomonstrate that some branch"s do very little to encourage members to vote in the elections and that some members are simply not intrested in national elections. Apathy it does exist but if you cant get the members to vote in a national agreement then you can hardly expect them to vote in a national election when they dont know the people that are standing.

Could the union do more to get people to vote ? Yes they can but over the years branch"s have run raffles where you get entered into a prized draw if you vote and still the branch does not get more than a third voting. Hardly surprising when nearly half the country do not vote in a general election when the choice is normally far more stark.

It will be intresting to see the breakdown of the results as at first glance those who were on a northern slate seems to have done well and those from the south not so well.

Why are members not bothering to vote?

The Union has been happy to sit back and 'farm' subs while management pursues its 'hearts and minds' offensive within every unit. Indoor units will be familiar with the chatty manager on each shift who roams freely between sections initiating conversations that are steered towards Daily Mail issues and conclude with the manager saying "human rights have gone too far" or some other right-wing, authoritarian bollocks.

These 'chatters' are trained to be persuasive and a favourite will be appointed as an unofficial supervisor to manage the section while the 'chatter' does his rounds. Our 'chatter', who cultivates the appearance of being a softy, has been going around telling staff that the police should have been given live rounds and ordered to shoot rioters on sight. What a charmer.

The Union needs to put a stop to this 'hearts and minds' offensive. RMG should be challenged because they are paying managers to spread political ideology.

The issue is how we interpret the sentiments of the greatest majority – those who did not vote at all.

1. They do not care either way and are happy to go with the vote. They are leaving it for others to decide.
2. They are indifferent to and disconnected from the issues,that the union is not really engaging with its members or, reciprocally, the members with the union (or, both).
3. These members are ‘free-loaders’ benefiting from membership of the union but not really willing to make any effort to support or help to shape it.

In any case, there would be an argument for forcing people to take more responsibility for their membership in a union, and for the union to make sure it was really listening and representing its members well.
This issue becomes far more urgent when considered alongside the Governments wish to introduce a minimum voting threshold for Industrial Action ballots.
Although turnout for IA ballots is historically much higher than elections it is not at a level where we can be complacent....the recent,although shortened ballot in London where only 54% voted being a case in point.

Perhaps a self-imposed voting threshold on elections would focus the minds of those involved...a risky strategy or perhaps local and area reps should have more responsibility for getting their members voting.
As i've said before i do believe sending the ballot papers with the Voice is a mistake though...it may save some money but it must also cost potential votes.

It's time the voting process was looked at and overhauled.

The union is in danger of meltdown unless there is a definite push to engage the membership. Not one full time rep or even the local rep discussed the elections to the NEC or PEC which itself is an indictment of the whole process. If those people don't think that there would be any difference at the end of it then it is no wonder the members couldn't be arsed.

As for the point that using a bribery system which engendered a 33% turnout was no better than the existing system is ridiculous it is 3 times greater.

At the present rate of indifference only those actually in the running will be voting - mind you.................................

You have to question the validity of the credentials of those who were elected when you see the results.

Do HQ really think that all CWU members are turkeys that would and should vote for Xmas? Voting in that shower is just what the 11.4% did do for all of us and that is not a surprise but i will never understand why ANY members will vote for someone they KNOW will just sell out even more pay terms and conditions. Now that is just plain stupid, it is not democracy it is voting for another set of bosses to control you and your life. Remember all you voters that by placing your X in the box against their name you have affectively appointed your own executioner.
