How does TNT mail work

When companies who frank their own mail and now use TNT rather than RM, what is the process ?

Do TNT collect the mail ?
Do they set some sort of delivery date ?

I have no idea how the system works.

The reason I ask is this.
Lincoln County Hospital frank their own mail and they did use RM, never had a problem receiving letters on time.
Today I received a letter from LCH, it was for a appointment, the date of the appointment was 08/08/2011
The first thing I noticed was LCH are now using TNT.

Who do I blame, RM or TNT ?

TNT just seem to collect/handover their mail when they feel like it. I regularly see their mail sat at a firm for 2-3 days waiting to be collected. All our firms which do large postings (with one exception) now have DSA contracts, but they all still use RM if they want it to get there the next day.

So are TNT and other leach mail companies regulated and fined for wilful delay of mail? In RM's hands its treated as first class and RM are fined for non delivery of these items?

Blame the stupid fool at LCH who thought it wise to post time-critical mail with TNT, just to save tiny amounts on postage.
I'm guessing that TNT won't waste petrol running letters to their nearest 'access point' on a daily basis, they'll let a certain volume of letters build up & then transport them en-masse to the RM Mail Centre, leaving you to get a letter with an appointment date that has already gone past.

Just to avoid confusion is it Franked as in or is it a PPI as in

if its a TNT PPI then blame TNT - I believe they pay by volume on certain DSA streams so they may hold mail back to the latest possible time allowed before they send it.

I thought PPI only referred to Mailsort 1, 2 and 3, not DSA.

No wilful delay as TNT and the poster will have a agreement as to when mail is collected. Once it enters TNT/RML network then wilful delay becomes a possibility if rules/procedures are not followed.

No PPI stand for Postage Paid Impression and AFAIK now include the DSA companies. In the past before DSA then yes you were right the MS1,2,3 were the only PPI around.
