Network 11 Stage 3 Issues

Further to LTB’s 675/11 and 680/11 and the briefing held in Birmingham yesterday regarding the above subject. Talks continued late yesterday afternoon, into the night and early this morning, those talk...s have concluded and as a consequence please find attached for your information an agreement that has now been reached with the business to resolve the outstanding high level issues in regard to Network 11.

The department will be contacting LGV representatives directly today in an effort to assist them in meeting the testing timescales contained within the attached agreement to ensure that our members receive in their September salaries the benefits as contained within the BT Agreement.

Colleagues will also note that the Union has been successful in achieving its aims as explained at yesterday’s briefing to our representatives. Negotiations will continue on the matter of non-core resourcing, communication and learning time and all other aspects of the Progressive Agenda as detailed in the Network sections, whilst all empty leg duties will be placed back into Network 11 duty sets.

It has also been agreed that because of the critical timescales involved Network 11 and our desire to secure the benefits for our members, it has been agreed that we will deploy on Monday 15th August 2011 with default arrangements utilised in VOC’s where final duty sets have not yet been agreed.

We realise that these timescales will be difficult but all parties are urged to work together to ensure that acceptable arrangements are designed in the spirit of problem solving and the Network Working Group will be on hand to facilitate this process and ensure discussions are conducted in the right spirit.

May I take this opportunity to thank all Branches, representatives and their members for the continued support they have shown in these difficult times which has assisted greatly in achieving this settlement.

Please will you make every effort to ensure that our members are made aware of the contents of this LTB.

Any enquiries in relation to this LTB should be addressed to Terry Pullinger, Assistant Secretary, email dwyatt@cwu.org, quoting reference 233.

Yours sincerely

It's good to get these types of threads, the ridiculous my manager said bollox, so we can reassure ourselves that while the world is falling apart, Royal Mail managers are still being the low-life C***S they have always been.

NATIONAL DISAGREEMENT RESOLUTION BETWEEN RM NETWORK AND THE CWU REGARDING NON-CORE RESOURCING AND COMMUNICATION / LEARNING TIME

This agreed resolution allows for a mutual interest solution in respect of the differing or insufficiently discussed issues requiring further negotiation in RM Network.

All long empty leg duties will be placed back into duty sets and will be included in Network 11 re-signs whilst negotiations continue on the matters of non-core resourcing, communication and learning time and all other aspects of the ‘Progressive Agenda’ as detailed in the Network section of the BT Agreement. Against that backdrop these particular duties will be considered as having the potential for further change and therefore should be viewed as temporary at this stage, insomuch as if an agreement is reached in regard to non-core resourcing, empty leg efficiency or other aspects of the Progressive Agenda, then their content or method of resourcing may change. These Progressive Agenda discussions will aim to conclude by the end of January 2012 and will be led by the signatories to this resolution.

The 30min per week WTLL time will not be built into the Network 11 duty sets. However discussions will continue on how the new methods of communication and learning arrangements will be applied and how individual/collective interaction and involvement in this new process will be realised. These discussions will look at the provision of appropriate time for business briefings and participation.

In response to the experience of preparation and extremely testing timescales of Network 11, it is agreed that discussions will also commence in parallel with the Progressive Agenda discussions, using the NWG approach previously utilised. Both parties will consider the potential need for the introduction of Network 12 prior to the 2012 Olympics.

In order to meet the critical timescales of bedding in Network 11 and freeing up both managerial and CWU expertise for the proposed ongoing discussions, it is agreed that Network 11 will be deployed on Monday the 15th August 2011 with default arrangements utilised in VOC where final duty sets have not been agreed. This will enable national deployment and sign off for reward whilst ongoing discussions can be resolved and final duty sets agreed. The benefits as detailed in the BT Agreement will therefore be paid in September salaries.

Where default positions are required all parties at every level will work together to ensure acceptable arrangements will be designed in the spirit of problem solving rather that a sense of imposition and the NWG will be on hand to facilitate this process and ensure discussions are conducted in the right spirit.
