Mail Screening - Lump Sum Payments

In 2010 Royal Mail and CWU reached an Agreement on Business Transformation and discussions have been taking place at National Level in respect of Mail Screening duties and the introduction of the £1000 lump sum and 2% addition to basic pay.

Discussions have now been concluded and the following process sets out how the £1000 lump sum and 2% addition to basic pay will be triggered for all Units with Mail Screening duties.

The lump sum payment of £1000 is due to be paid to the Mail Screening Grade on the successful completion of the deployment of a Revision in 2011/12.

Instead of introducing the one hour reduction in the working week, a 2% addition to basic pensionable pay, allowances, London Pay Rate, overtime and SA rates will be triggered at the same time as the deployment of the above revision.

Revision Process

The implementation of 20 minutes Mail Screening work followed by 20 minutes non-Mail Screening work from the current arrangement of 15 minutes Mail Screening work followed by 15 minutes non-Mail Screening work.
 
Revision activity should take place to incorporate the above as well as ensuring duties are correctly aligned to workload. Any changes should be dealt with via the IR Framework. 

Discussions should commence immediately in line with the above whilst also taking into consideration the Business Transformation Agreement for Mail Screening which will be altered to reflect the change outlined in the first Bullet Point.

Mail Screening Units should seek to have the agreed change deployed as early as possible with the aim of deployment by the end of August.

Payments will be triggered by the actual revision deployment date for each Unit.

We are aware that a number of Revisions have been completed however they have not been deployed as Representatives were awaiting confirmation of the trigger for the lump sum payments and 2% basic pay increase. Now this has been clarified Revisions should be implemented as soon as possible.

We send some of our mail to a private screening company who open it, scan it and then send it electronically to the recipient. Started when the anthrax scare was on I believe.
