Network 11 Stage 3 – Change of Target Deployment Date And National Disagreement

Further to LTB 666/11 we have met with the business today in an attempt to resolve two issues that we are currently at National disagreement on.

1. The unagreed outsourcing to contractors of any of our road services with ‘empty leg’ runs of over 3 hours duration.

2. The unagreed removal of WTLL time from our duty structure.

Unfortunately we have not been able to resolve these issues today and talks will continue.

Both of these issues are being pursued by management via executive action by factoring them into our Network 11 revision process, and this is totally unacceptable.

Outsourcing of our work is a massive issue for our members and we can not afford for the principle to be established in Network 11 and then suffer the consequences of having no National agreement on the issue in every revision that takes place thereafter.

To be absolutely clear management have raised the issue of outsourcing before and specifically in the Business Transformation Agreement negotiations. In the final BT Agreement reached it was accepted that appropriate negotiations would be required and the issue is covered by the Progressive Agenda paragraph in the Network section of the BT Agreement and these talks have yet to take place.

We have informed Royal Mail today that we will not be able to agree a National deployment date for Network 11 until these issues are resolved. However, we have agreed with them to change the target deployment date from the 8th August to the 15th August but I stress that this is a target date and not an agreed deployment date at this stage.

Ideally we will resolve these issues and be in a position to deploy Nationally on the 15th August so we would urge you at this time to continue local discussions until such time as an agreed National deployment date is announced.

Network 11 is a National review and no local revisions should be deployed until a National deployment date is agreed.

Please can you ensure that our members are made aware by any means possible of the current situation.

So Royal Mail is sticking to it's side of the 2010 agreement then? They obviously have another agenda. No doubt the union will issue a deadline for issues to be resolved then!
