If there is staff vacancy in the officer then the other bloke can transfer in, once part of the establishment for your office he is free to participate in applying for vacant duties.

In theory that should happen but it doesn't, by law it should. Why doesn't delivery staff get to write in for mail centre duties??? The word "Temporary" springs to mind. The guy with 6 years will get it.
