HELP REQUIRED PLEASE

Apparently there is a document about called "GUIDANCE FOR MANAGERS POSTAL DIGITAL ASSISTANTS (PDA's) Does anyone have this as a download? I understand in it, is a section stating that an employee cannot be disciplined when faulty PDA's are issued. It would be of a great help in our office as hardly any of the devices work (keep locking up, unable to charge due to either missing or faulty charging docks etc) and the management are on a mission to discipline anyone who fails on collections etc even when they know the PDA is faulty......

Thanks for your reply very, very interesting especially the training document as i had 5 mins then get on with it but if you do something wrong we'll try and sack you!!!
Not the doc. i'm after though, have seen part of it and do know it exists but seems to be unable to obtain as it makes it hard for management to discipline us meer mortals thanks though this will be of help.....
