Dear Colleague
Royal Mail/CWU Joint Statement – Clarification of Basic Pay Supplements
Following recent discussions with Royal Mail we have agreed the attached Joint Statement which resolves a number of outstanding issues linked to the new basic pay supplements.
The actions taken by the Union will mean a number of employees, in the offices listed at Appendix A, who were previously in receipt of the distribution basic pay supplement, will now immediately receive the delivery basic pay supplement and where appropriate, have it backdated to 7th June 2010.
Furthermore, the agreed definition of what now constitutes a hybrid duty in collection hubs is a significant step forward. Prior to this Joint Statement Royal Mail had proposed that hybrid duties would only receive a percentage of the delivery supplement, directly linked to the percentage of delivery work performed within the duty. Now the Joint Statement simplifies the position and means that any amount of delivery work performed in normal duty time on an ongoing basis will qualify as a hybrid duty. The individual concerned will in future receive the delivery basic pay supplement and again have this backdated. The Joint Statement will also help CWU Branches negotiate more hybrid duties in future revisions, attracting the higher delivery basic pay supplement.
With regard to Professional Driver grade hybrid duties in delivery offices, the company is currently maintaining the position that the delivery supplement is only paid to the OPG grade. As explained at Annual Conference this matter has now become further complicated by wider issues affecting professional driver grade duties across area distribution. Discussions on these matters are continuing and a further report will be issued in the near future.
In the meantime, it is important that the affected Branches convey the terms of the Joint Statement to their members in the workplace. Furthermore, Branches who cover collection hub workplaces listed in Appendix B, should, in line with the terms of the Joint Statement, make immediate representations to management and complete the agreed exercise. We anticipate this will enable some employees in those offices to also now receive the delivery basic pay supplement and where appropriate, this will also be backdated to 7th June 2010. Any enquiries arising from this LTB should be directed to the DGS (P) Department.

Following the introduction of the new basic pay supplements in June 2010 it became apparent that there were a small minority of OPGs not receiving the correct basic pay supplement. These anomalies have arisen as a result of these employees not being correctly aligned to collection or delivery.
The Business Transformation Agreement 2010 states that the delivery supplement to basic pay (currently £20.89 pw) is payable to all delivery office employees directly tagged to and working in the delivery function. Individuals in stand-alone collection hubs are due to receive a basic pay supplement of £8.11.
In recent months, many of these anomalies have been resolved and individuals have been correctly re-tagged and now receive the appropriate basic pay supplement.
However, the national parties identified a number of offices where a more detailed investigation was required to establish whether these offices/individual duty holders should receive either the collection or the delivery supplement. To assist both this process and any future revision activity we also considered a definition of what constitutes a hybrid duty in collection hubs.
The following outlines the approach that has now been agreed to resolve the situation in remaining units.
1. At Appendix A is the list of offices where all employees will now be tagged to delivery and automatically receive the delivery basic pay supplement. These payments will be backdated to 7 June 2010, or the date on which a duty was taken up, if later than 7 June 2010. The backdated pay changes for these individuals will be implemented as soon possible.
2. Definition of Hybrid Duties in Collection Hubs. As a result of the need to maintain a flexible operation, and the commitment to preserve full-time duties, some OPGs in collection hubs are increasingly performing an element of delivery work in their duty time. In such cases, these individuals will now be eligible to receive the delivery supplement to basic pay. For clarity, this means that any amount of delivery work undertaken in normal duty time on an on-going basis will result in the individual receiving the delivery supplement to basic pay.
3. The offices at Appendix B are collection hubs and employees receive a basic pay supplement of £8.11. Over the next 3 weeks a joint Royal Mail/CWU local exercise will be undertaken in each of these collection hubs. The purpose is to identify any individuals who may now be eligible to receive the delivery supplement to basic pay on the basis of the agreed hybrid duty definition set out above.
Individual employees who are eligible to receive the delivery supplement to basic pay will have these payments backdated to 7June 2010, or the date on which a duty was taken up if later than 7 June 2010. Once the exercise has been completed any changes should be notified to the appropriate pay section for the new supplement and the relevant back pay to be implemented.
4. OPGs in collection hubs who do not perform any delivery work will continue to receive the basic pay supplement of £8.11.
The terms of this Joint Statement should be applied as a matter of urgency and any issues arising from it flagged up to the national parties.

I would hazard a guess that A= D/Os and B= Hubs that have experienced probs in receiving the right allowancesDoes anyone know what the criteria for Annexe A and Annexe B is?

Still do not understand the criteria for the two. OK some may do delivery work but we are a D.O, but in annexe B, and all perform delivery work but are not "tagged" to deliveries. Not happy!

I am a professional driver based in a DO. If I carry out deliveries at my DO I am expected to deliver D2D's. I get the Professional drivers grade for being a "professional driver" but I don't get anything for delivering D2D's. This is wrong and the CWU have known about this for a long time and still they are fannying around.

If you are carrying out deliveries do you forfeit your professional drivers grade?
And no-one in delivery gets anything for delivering D2D's.

Slightly off topic,but does anyone know when the ex-phg supplement expires,as there are quite a few still getting the supplement at my place?

I thought it stayed so long as the ex PHG stayed on PHG duty which at my D.O was the RLE.
