It's a hybrid.
It's not a case of O/T...it's a case of being late for his collection and i think the answer is in the question.
Take your break and be late for your collection a couple of times and see what happens.

can anyone on heretell me what are guidlines are for prep? im on a hybid duty and my dom keeps telling me that i should be doing the redirections, d2d and the kill offs, but i just dont have enough time to get a break before my colls start. ive asked the office rep and he is not sure what i should be doing please can some one enlighten me thanks.

its a rural duty aprox 45 miles long 10am-6pm, 15 mins to bundle duty, deliver until 3pm break, colls starts 4pm until 6pm.

firstly you are on an 8 hour duty so meal relief is only 40 mins, i'm guessing you deliver till 3 then return to office take the 40 mins then do your collection ( I
don't know how far out your duty is just going on our furthest rural that takes approx 20 mins max to return to office normally, span is slightly bigger than yours)

15 mins to bundle? how many drops?

I would be asking who preps your walk and what time they leave the office and do they have to sort as well as prep both duties?( I am bearing in mind they have to bundle their duty too) if they have already left the office when you arrive for work then I would think it reasonable for you to expect that your redirections and kill offs have already been done when you arrive especially the redirections as they would need to be circulated befopre everyone leaves

what is the normal time out in your office for others that don't start at 10?

so if you leave at approx 10:15 and finish delivering at 3 that is a span of 4:45 is that about right?

I would think if you write everything down, your bundling time ( with redirections, kill offs etc etc) what it takes you on a normal day, your delivery span, your break and your collection schedule then you could take it to your manager WITH the questions I have highlighted about the person who is currently prepping your duty, then you could have a case to ask for your duty to be tested and see where you go from there

I stress put this all in writing and indicate that you require a response

you may get a better response from this than just asking every day why things are not done

Does your rep know you don't get time to have a break,if he's aware of it,get a new rep.
