2 of the lapsed duties are without holders, the 3rd is on light duties.
Another lapsed duty has been created by moving a holder onto another free duty.

Why not, we dont need to return to office.
Last manager was pretty fine with this as long as the lapsing was done.
New manager just puts more lapsing on, even if it means he's got fellas doing nothing.
Seems a bit petty to me.
