Transfer question without being asked - URGENT

Sounds like they are trying to sweep the whole thing under the carpet.

If this person has union representation and does not want to move to this other office perminently they should get the union involved. As far as I am aware they can make you work up to a reasonable distance away from your office. Not sure how far that is exactly, perhaps someone here knows? Definitely worth checking.

Problem is, does this person want to go back to the original office and work with this turd of a manager as that may be the only alternative?

It might be an overzealous attempt to resolve the situation. I know someone who had similar problems at their old office (well 3 of them actually!), and they were moved away from the bullies, to give them a chance at a fresh start. One of them was so bad that he became suicidal over it. Moving them solved the problem (the other office was about 5 mins away (indoor work)), although little was done about those who'd created the situation in the first place. It might be that one of the Managers has "gone off half cocked", and ASSUMED that it would also work in this case. It doesn't make it right, but it's a 3rd possible explination.

I suggest that your Colleague gets in touch with the Rep who's handling her case, and asks him/her to look into it. And hopefully overturn the decision, so that she can return to her normal office, as soon as the case is completed.

I hope it all gets sorted out.

There are only two ways to permanently transfer to another office Jimmy...the first is voluntary transfer and the second is Disciplinary transfer to a job outside the manager’s area of control .
Both need a paper trail so which is it more likely to be?

Has the Area Rep been able to find out what's going on yet?
Is it just a temporary transfer, or are they trying to make it permanent?
How's your Colleague coping?
