Customs/VAT/Duty charges

Get a fair few packets from the above countries i.e. most days..... was wondering has anyone seen one of these come in as a customs/Duty charge? I look at the customs declaration on the packet and they're ALL the same i.e. Gift ticked and Value is NEVER more than $10. About 18 months ago one came in a a damaged sack and you could quite clearly see that it was a Nikon lens yet value was $10 and 'Gift' ticketed
