i dont think anyone on delivery is stupid enough to intentionally try to go slow and not do the job they are paid for...
you would (i think) face disiplinary action if you are intentionally trying to not complete your work which as many RM employees know can lead a manager to accuse you of wilfull delay...

what people are talking about doing is doing the job correctly... ie. not hopping fences, closing the gate behind you, getting your bags dropped instead of using your own car to delivery from or to drop your own bags off, and taking their permitted break... all of that is doing the job right... its not going slow, or intentionally slowing down...
any idiot in this job for more than a few days can see that too much is being asked/ordered/expected of posties... and the peopel who cut corners, jump fences, do their own drops, use their own cars, and get finished quicker than those people who are following the walk log, using the bag drops etc which ends up with managers thinking that the other guys are going slow... or they think they can lump more work onto your duty since you are able to do your duty in less than the allocated/scheduled time

by the sounds of it the OP is a DOM or someone trying to get a leg up onto the corperate ladder...

But seriously. I doubt that anyone can still get away with not pulling their weight these days. There's so many who get hassle from Managers, and sometimes their own colleagues, for working safely (not carrying overweight bags for example), so who'd risk it?

....mind you though, i have known some posties make 3hr deliveries last into 4 hr deliveries, some have legitimate excuses ie - age, fitness etc, and then again some are just swinging the lead just to book extra docket.
I have seen posties convince planners that some 3 hr duties take up to 3.45, and the duties have been left at 3 hrs even post revision (van share).

But i think what happens is the individual tailors his/her own duty to suit the needs of their own capabilities, for example- a 55 year old woman with 30 yrs service would probably genuinely take 3.5 - 3.45 hrs to do a 3hr walk.

This seems to be the trouble with the van sharing - pairing people up, with different levels of fitness etc..this is why i don't think it works.

When it's light..i take my time and when it's heavy i up the pace..some walks in my workplace have more delivery points and higher volume of mail then others and continualy struggle to finish on time or just befor..a good few walks can complete delivery well befor 2.15 heavy or light .My answer to your question is..people want to continue to work the same and don't want change..just like management who now have to work for their money and not leave it to the postie to sort it out.
