Later start times PE Delivery Offices
Along with Barry Jennings CWU Div Rep and Steve Clarke CWU Distribution, Lee Walsh Sub Area Delivery Rep and I today met with Steve Glenn acting AGM and Steve Radcliff Transport manager.
The purpose of the meeting was to progress the disagreement on later starts for offices in the PE area, although not every office in the area has had proposals for later starts at present it became clear that it is Royal Mail policy to move ALL delivery duties to 0600 or later.
During the meeting we asked a direct question on the movement of start times, that being the real reason behind the change. The managers claimed that the movement was due to the later arrival of mail into delivery offices from the mail centre, due to the introduction of 56mph. This being the case we asked why several offices that were having later starts proposed were in fact going to receive their mail at the same time as present – the answer then changed to its all about uniform delivery times and admitted that Royal Mail has a policy of 0600 or later starts.
When challenged on why mail would arrive at an office at the normal time and then sit there waiting for staff to arrive at their new later time – they could not give a sensible answer other than its ROYAL MAIL POLICY to start later.

Having asked them the above questions it became clear that the local managers could not justify moving to later start times other than, its Royal Mail national policy. We have now requested further information and refused to continue with the stage two disagreements until they supply that information.
